Apply for a scaffolding licence

We issue licences to allow the erection of structures on public highways. Structures are often used to allow safe works on buildings and are usually:

  • Scaffolding
  • Hoardings or fences
Warning Structures placed on the public highway must have a licence before they are put up. You may be fined if you do not comply with the terms of the licence.

Fees are charged for licences based upon the length of the structure and the time it is to remain in place:

You will need to renew the licence after the period expires. Please allow a minimum of five working days for us to process your application.

Applications requiring the closure of a highway, including 10 foots, require at least 12 weeks notice. You will be charged for any costs arising from this application.

Before you start

You’ll need to provide:

  • The purpose, location and size of the proposed structure
  • The period you wish to licence to cover
  • Your contact details if we need to get in touch or arrange payment.

What happens next

We will normally issue a licence for the structure within five working days unless:

  • The obstruction caused is considered unreasonable.
  • An alternative approach would reduce the obstruction.
  • A highway closure is required.

If we cannot issue a licence, an officer will contact you within three working days to discuss your application.

We will send the licence using your preferred contact method.
