Residents are invited to have their say on the new Local Plan, help to identify sites for future development and say how and when they think local people should be involved in the planning process, by taking part in two consultations launching on 21 May 2025.
North Lincolnshire Local Plan and Call for Sites
To address key issues including the mandatory increased housing target, health and wellbeing, economic growth and minerals supply, a new Local Plan for North Lincolnshire is being developed to guide the area over the next 18 years and residents, as well as others with an interest in the area, are invited to have their say on the proposals – including identifying land available for potential development.
The North Lincolnshire Local Plan Initial Engagement and Call for Sites Addendum consultation document sets out the main issues the council needs to consider in the preparation of the new Local Plan.
Once adopted, the new Local Plan will replace the existing North Lincolnshire planning policy local development framework and will provide a guide for development up to 2043.
This consultation follows the publication of the council’s updated Local Development Scheme in March 2025.
Residents can feed back on any additional issues that should be considered through the preparation of the Local Plan.
Additionally, there is a Call for Sites Addendum, an information-gathering exercise to identify land available for potential development within the area to meet future development needs for uses such as housing, employment, and retail development. It considers existing sites previously submitted and new site submissions. Landowners, agents and developers are invited to reconfirm site availability and update details of existing land submissions and to submit new land for consideration. All submitted sites will undergo a thorough assessment for potential inclusion in the new Local Plan.
Draft Statement of Community Involvement
The Statement of Community Involvement (SCI) sets out the methods the council will use to effectively involve local people in the planning process, including how and when community involvement will take place and who will be consulted in the preparation for the Local Plan, Neighbourhood Plans and in decision making on planning applications, and residents can share their views on the draft SCI.
Following the consultation, the draft SCI will be amended in line with comments received where appropriate and adopted, replacing the council’s current Statement of Community Involvement.
Residents, businesses and stakeholders can have their say by completing the online surveys. Both consultations will run from Wednesday 21 May to Thursday 3 July 2025.
Consultation documents can be viewed, and feedback and sites can be submitted via the council’s Local Plan website. Documents are also available to view online at community hubs and libraries across North Lincolnshire, and paper versions can be viewed at the Church Square House reception.
Alternatively, comments and site submissions on the Local Plan, call for sites and SCI can be mailed to: Place Planning Team, North Lincolnshire Council, Church Square House, 30 – 40 High Street, Scunthorpe, DN15 6NL. A paper response form is available upon request. Online responses are preferred to facilitate quicker analysis and review.

Cllr David Rose, cabinet member for environment and strategy, said:
“These consultations, Local Plan and call for sites and Statement of Community Involvement, give residents, businesses and stakeholders the opportunity to help shape future development of North Lincolnshire. It supports our priorities: keep safe and well, prioritise the vulnerable, enable community resilience and protect the local economy.”
“North Lincolnshire Local Plan affects everyone in North Lincolnshire and it’s important that we identify sites for future development as well as ensuring the right processes are in place for planning, so I would encourage you to take a look at the documents and share your views.”
