Car parks, season tickets, permits and exemptions

We operate a range of car parks across our area. All parking restrictions within North Lincolnshire are now enforced by the council.

We offer a range of long or short stay car parks to meet the needs of visitors and shoppers to our towns.

Temporary restrictions at Carlton Street car park

A ten-month programme of work by Severn Trent Water will restrict car parking facilities at Carlton Street car park until early next year (2025).

Improvements to sewerage works mean the back seven rows of parking spaces will be inaccessible.

The front eight rows of parking spaces, including all the disabled bays, will be unaffected.

Free parking benefits visitors to Brigg, Ashby and Scunthorpe and is to encourage more use of these town centres.

The scheme offers one free ticket a day, for each vehicle, per visit, per site. For example, you can visit Brigg and enjoy two hours free parking with a free ticket. If you choose to return to Brigg the same day, no further free ticket will be issued. However, if on the same day you choose to visit Ashby you can enjoy two hours free parking with a free ticket.

When using the free parking a free ticket must be obtained from the ticket machine. Instructions for obtaining a free ticket are located at the ticket machines.

You cannot transfer a free pay and display ticket obtained in one town to another. For example, a ticket obtained in Brigg cannot by used in Ashby or Scunthorpe.

If you require more than two hours in Brigg, Ashby or Scunthorpe, a ticket for the appropriate amount of time should be purchased.

If a driver returns to a town where they have already purchased a ticket for that day, they will not then be able to obtain a free ticket.

Drivers can park for free all day on a Saturday and Sunday. No ticket is required.

Drivers parking in this car park after 2pm do not need to obtain a ticket from the pay and display machine.

Free after 3pm

Allanby Street, Scunthorpe

Drivers parking in this car park after 3pm do not need to obtain a ticket from the pay and display machine.

Parking in council car parks can be paid for using your mobile phone and a debit or credit card.

Payments can also be made via the MI-Permit website or app.

Blue badge holders can park free of charge in car bays in any of the car parks providing they display a current badge – wheelchair symbol to the front.

They must not park in a traffic lane or motor cycle bay.

Holders must be in the vehicle at the time of parking or leaving the car park.

Holders should not let friends/family use the badge to collect something for the badge holder if they are not travelling in the vehicle.

The journey must be for the badge holder’s benefit.  If the journey is for someone else, and the holder is a passenger staying in the vehicle the badge cannot be used.

Holders should never allow someone else to use the badge to allow them to benefit from free or better parking.

When the holder is not travelling in the vehicle the badge should be taken out so no-one else can use it.

Holders should never use the badge when is it out of date.

The badge must be on the dashboard or fascia of the vehicle where it can be seen through the windscreen.

It should be displayed showing the front of the badge – that is the side with the wheelchair symbol on it.

Holders should not reproduce or allow anybody to reproduce the badge.

No parking tariffs apply whilst actively charging.

  • You must park wholly within the bays provided.
  • A ticket cannot be transferred to the driver of another vehicle.
  • If you park any vehicle which takes up more than one bay you must purchase one ticket per bay occupied.
  • Motorcyclists and cyclists can park for free in designated bays where they are available.
  • When using the 2 hours free parking a free ticket must be purchased from the ticket machine. Instructions for obtaining a free ticket are located at the ticket machines.

Sunday 9.30am to 11.30pm (later if the cinema has a late showing)

The Parishes multi-storey car park is a public pay and display car park. If you are visiting the cinema you must obtain a ticket for the period of time you require.

Residents parking permit schemes

All residents’ parking permit terms and conditions are on the MiPermit website and are available to view/download when you have purchased your permit.

MiPermit will process virtual permits within 3 *working days of applying. Please make sure you give enough time for these to be processed to avoid receiving a Parking Penalty Notice (PCN).

Residents Permits are priced as follows:
  • 6-month permit – £34.10
  • 1 Year permit – £60.50

Permits can be purchased at any time and will run from date application is authorised for six months or one year.

All eligible properties are in the MiPermit system. Applicants will be required to provide proof that they live in the address provided on the application, for example, by providing a utility bill and a copy of the vehicle registration document (V5 or logbook). This document should show the name and address of the applicant.

Pay and display car parks

Blue badge holders are entitled to park free of charge when displaying a current badge.

Motorcyclists and cyclists can also park for free in designated bays.

What is a dispensation?

A dispensation allows a vehicle to park where there are parking restrictions to allow building work or removals to take place. Parking restrictions include double or single yellow lines and parking bays.

We will only issue a dispensation when it is essential for the vehicle to be on site or when there is no alternative parking. For example, if the vehicle contains a generator needed for the work. In most cases we expect equipment or tools to be unloaded and alternative parking arrangements made.

When unloading, the vehicle should only be parked on site for the shortest period necessary.

A dispensation only applies to a specific vehicle, for the date and location stated in the application.

We will not issue a dispensation if:

  • there is alternative off-street parking nearby
  • the reason for the application is convenience rather than necessity
  • parking at the requested location would cause danger or serious obstruction to other road users or pedestrians.

What is a suspension?

A suspension allows a vehicle to park in a parking bay for longer than the maximum time limit. We will only issue a suspension in specific circumstances such as building work, removals, deliveries and special events.

Applying for a dispensation or suspension

We can issue emergency dispensations or suspensions immediately, but only in very exceptional circumstances. We will not issue them when the reason is simply a lack of forward planning by the applicant.

Applications should be received at least five working days before the required date. There is a £19.80 administration charge per application for the first day, and £13.20 for every day following, up to a maximum of £191.40.

We will not normally issue dispensations or suspensions for more than 14 days (including weekends). If there is reason to extend beyond 14 days, additional charges may apply.

Applications to temporarily suspend off-street car park bays will be considered.

Charges will reflect the potential loss of income, plus administration costs.

Charges only apply when a dispensation or suspension is issued.
