Volunteer Independent Person needed

North Lincolnshire Council is looking to appoint a volunteer Independent Person to deal with complaints about alleged breaches of the Code of Conduct.

The Localism Act 2011 requires that North Lincolnshire Council adopt arrangements for dealing with complaints of alleged breaches of the Code of Conduct: both by its members and by members of town and parish councils. This includes the provision of at least one Independent Person who:

  • Must be consulted by the council before it makes a finding as to whether a member has failed to comply with the Code of Conduct or decides on action to be taken in respect of that member;
  • May be consulted by the Council in respect of a standards complaint at any other stage; and
  • May be consulted by a member or co-opted member of North Lincolnshire Council or of a town and parish council against whom a complaint has been made.

This is a voluntary position but reasonable expenses can be claimed.

The Localism Act 2011 places a duty on North Lincolnshire Council and each of the 52 Town and Parish Councils (and 3 Parish Meetings) within the district to promote and maintain high standards of conduct for elected and co-opted members. This includes the requirement to have a code of conduct with which those members must comply.  All councillors in North Lincolnshire abide by this code of conduct.
