Carriageway Recycling Programme

North Lincolnshire Council carries out an annual Carriageway Recycling Programme (CRP) as part of its commitment to maintaining a safe, sustainable, and efficient highway network.

Due to the nature of these works, the programme will be delivered through a series of planned road closures.

This year’s programme has been completed successfully, and we will start a new programme in 2026.

Please note: All works are weather dependent. The schedule will be regularly reviewed and updated to reflect any changes to the programme.

No vehicles should be left on the road on the day of the treatment and off-street parking should be utilised and/or vehicles removed from the road until the works are complete.

Carriageway recycling is a sustainable road maintenance technique that reuses the existing carriageway material.

The process typically involves pulverising the worn road surface to a depth of between 75-100mm and combining it with binding agents such as cement or bitumen and relaying it to form a new road base. Once the material has been laid and rolled, a surface dressing is then applied to seal the new surface.

This method reduces the need to import new materials and limits waste. It is a fast, efficient, and cost-effective form of preventive maintenance that can extend the life of the road by up to 15 years.

Carriageway recycling can be used on most types of roads, subject to site conditions.

This treatment is both seasonal and weather dependent. It is usually carried out between April and September, and it cannot be applied to wet or cold surfaces. Neither can it be laid during high air humidity levels or very high road surface temperatures.

Roads may require preparation works in advance of a recycling treatment. Preparation works include:

  • Adjustment to kerbs & ironworks (gullies, covers etc).
  • Vegetation clearance.
  • Targeted weed treatment.
  • Digging of grips (to aid drainage).

Works will usually be carried out in the months leading up to the recycling treatment.

Initial treatment – recycling:

The site is pulverised to a depth of between 75-100mm depending on the site, with aggregate added to improve the material grading if necessary. The material is then harrowed and graded to agreed levels and profile.

An emulsion binder is then applied and evenly distributed using a harrow. The surface is then rolled, a second application of emulsion is applied and 14mm chippings spread to close surface voids.

Secondary treatment – sealing carriageway:

7-14 days following the initial treatment, the contractor will return to spray a bitumen emulsion followed by spreading 6mm chippings to provide a running surface and sealing the dressing. The secondary treatment will require a 15 minute closure of the site.

On completion of the secondary treatment, all works will be considered complete.

Advance warning signs will be erected stating when the work will take place. The signage will be erected at least 10 working days prior to the commencement date and will be regularly updated to reflect any changes to the programme.

Communication via letter will be carried out to all residents and businesses directly affected by the works.

On the day:

Road closures will typically be erected between 7.30am and 6pm, this could be during the week or at the weekend. It is essential that all vehicles are removed from the carriageway to avoid delays to the programme.

Pedestrian access to your property will be maintained throughout the works.

Once works are complete, the road closure will be removed, and the carriageway will be re-opened to vehicular traffic.

  • Please do not park on the road during the day until the road has been surface dressed.
  • Please look out for updates on the advance warning signs and ensure your vehicle is not parked on the road or footway when works are due to commence.
  • Please keep children and pets away from the road as the treatment may still be wet.
  • If you have walked on the treated surface, please check your footwear for bitumen before entering your property/premises.
  • When driving, please abide by the temporary speed limits and avoid heavy breaking and sharp turns.
