Overview

The Department for Transport have released additional funds for highway maintenance. The funding uplift is to help ensure the impact of increased highway maintenance is truly transformational for local communities and road users up and down the country.

North Lincolnshire Council have received an additional £730,000 of funding for local highways maintenance for 2023/2024 and we will also receive the same additional amount in 2024/2025.

The work will predominantly be carriageway resurfacing treatments and will be carried out mainly by our framework external sub-contractors to ensure that the sites are targeted as soon as possible to improve the condition for the travelling public. The additional carriageway maintenance programme has been put together using the latest condition data in order to target the areas that most need maintenance. Barton Upon Humber (Falklands Way) Road Resurfacing (2024/25) £110,000 5,500 Replacing worn out road surfacing/markings. Road was attacting claims of noise and vibration. This scheme will benefit the local community by providing a safer, smoother and aesthetically pleasing carriageway.

Innovation in delivering highway maintenance

The council is in the process of producing a Green Strategy which will have an impact on all aspects of what the council does. With this will come new opportunities and challenges in maintaining and upgrading our highway network. The Highways Team are committed to improving energy efficiency with a view to contribute towards the council objective to be net zero carbon by 2030.

To deliver this objective we aim to reduce the carbon footprint by:

  • Following Highways England Guidance and the DfT Transport Decarbonisation Plan
  • Incorporating emissions standards into contracts with suppliers.
  • Environmental considerations and exploiting “new thinking and technology” wherever possible.
  • Procurement of low carbon surfacing materials. A shift towards using energy efficient materials such as Warm Mix Asphalt (WMA) will need to become the preferred choice of road surfacing.
  • Use of reclaimed asphalt
  • Greater use of carriageway ‘cold’ recycling techniques
  • Source energy from renewable sources
  • More efficient working to reduce emissions
  • Greater use of longer life maintenance treatment processes
  • Using energy-efficient lighting for roadsides and signage.
  • Planting trees for capturing carbon near major projects.
  • Transition to green fleet
  • Battery powered plant and equipment
  • Use LED light sources
  • De-illumination of traffic signs where regulations permit
  • All capital replacements to be LED where possible
  • Encourage Walking and Cycling. We need to do things differently, but at the same time ensure that our way forward does not disadvantage those for whom travel by car is the only practical option.

Ensuring highway maintenance works are not undermined by utility companies

North Lincolnshire Council shares forward plans of all road and footway resurfacing schemes with utility companies utilising multiple communication channels. Protection notices are put on road and footways, ensuring no company can come in and work on these roads and dig them up unless there are exceptional circumstances like emergency repairs. Reinstatements are checked by inspectors and any utility companies made to repair any unsatisfactory work. We have regular co-ordination meetings with utility companies and email notifications to the utility forward planning teams.

It is important that North Lincolnshire council ensure early engagement is undertaken to prevent the need for any utility to excavate in the newly resurfaced road(s).

All works that are required within a newly resurfaced road will be rigorously challenged, even if the works fall within the exemption criteria to ensure that roads and footways are protected at all times.

All our roadworks, and utility company works, can be found on a the one.network website. This website can be used by utility companies when planning their schemes to ensure there are no clashes and works are not carried out on newly surfaced roads.

Department for Transport’s Active Travel Fund Tranche 2

The council has received £154,850 from the Department for Transport’s Active Travel Fund Tranche 2, to improve walking and cycling facilities.

This will build on the work done in Scunthorpe Town Centre with the Tranche 1 funding.

We have produced a Stakeholder Engagement Plan[PDF, 82Kb], which sets out how we will engage with key stakeholders on our proposals over the coming weeks.

The council has submitted a bid to the Department for Transport’s Highways Maintenance Challenge Fund Tranche 2B for funding to resurface the A15 from Barnetby Top to the Humber Bridge. The application form and relevant appendices can be downloaded:
