Planning permission has been granted for a self-build dwelling in Elsham that was designed by a local architect, which was considered to be an outstanding/ innovative design and helps raise the standard of design more generally in an area.

Community Diagnostic Centre (CDC) in Scunthorpe town centre is in operation to keep our residents safe and well

Planning permission was granted for a Community Diagnostic Centre (CDC) in Scunthorpe town centre. The CDC has now been completed and is fully operation. This was a joint project between NLC and NLAG NHS Trust. The CDC will keep our residents safe and well by providing scans, X-rays and blood tests.

Barton Neighbourhood Plan

The Barton Upon Humber Neighbourhood Plan and Design Code was ‘made’ (adopted) by North Lincolnshire Council on the 4 December 2025, following the successful referendum held on 20 November 2025.

The Neighbourhood Plan forms part of the statutory Local Development Plan for North Lincolnshire. Applications for planning permission must be determined in accordance with this document and the rest of the development plan, unless material considerations indicate otherwise, when considering development proposals in the Barton Upon Humber designated neighbourhood area.

NPPF Consultation: Shaping the future of planning

9 December 2025

On 16 December, the Government launched a consultation on a revised National Planning Policy Framework (NPPF) the most significant reform since 2012.

The proposals aim to make planning clearer, faster, and more rules-based, supporting sustainable growth and housing delivery.

Key changes include a permanent presumption in favour of suitable development, densification policies, and streamlined local standards.

The consultation closes on 10 March 2026. These reforms will underpin the delivery of 1.5 million homes this Parliament and modernise the planning system for the future.

Planning Agents Forum: Strengthening Partnerships for Growth

November 2025

On 3 November, North Lincolnshire Council welcomed planning agents and architects to our quarterly Planning Agents Forum at Church Square House.

The event provided a valuable platform to share updates and discuss key topics shaping development across the region, including legislative changes, validation updates, strategic flood risk, and progress on the Local Plan.

A highlight of the day was the ‘Meet the Planners’ session, where open conversations helped strengthen communication and build positive working relationships across the sector.

A big thank you to everyone who attended and contributed your insights are essential to delivering sustainable growth in North Lincolnshire.

The next planning agents forum will take place on 16 March 2026.

Hydrogen Plant

October 2025

A planning application for the construction and operation of a low carbon (green) hydrogen production facility with an installed electrolyser capacity of 120 MW. This includes electrolyser units and power supplies, a water treatment plant, cooling equipment, hydrogen purification equipment, a hydrogen storage facility, a control building/stores and maintenance and laydown areas (EIA Development) has been submitted to the council. The hydrogen produced is planned to be used by the Phillips 66 (P66) Humber Refinery to replace some refinery fuel gas in order to reduce Scope 1 operational emissions. Digging into the past: Apprentices join Humber Field Archaeology in North Lincolnshire

Planning apprentices recently embarked on an exciting archaeological dig with Humber Field Archaeology in North Lincolnshire.

This hands-on experience offered a unique opportunity to explore the region’s rich heritage while learning essential fieldwork techniques. From uncovering ancient pottery to mapping excavation grids, apprentices gained valuable insights into the intersection of planning and archaeology.

The dig not only deepened their understanding of heritage conservation but also highlighted the importance of integrating archaeology into future development. It was a rewarding step in their journey toward becoming well-rounded planning professionals.
