Budget 2026: £200m four-year investment programme backs roads, flood protection and infrastructure for the future

A major programme of investment in roads, flood defences and essential infrastructure has been backed as part of the council’s £200m four-year capital programme – protecting communities, supporting the local economy and keeping North Lincolnshire moving.

Works will take place on streets and roads right across North Lincolnshire – from Scunthorpe to Barton upon Humber, from Brigg and Broughton to Crowle, Epworth and communities across the Isle.

Thousands of metres of new road surfacing will be laid using thousands of tonnes of asphalt.

Cllr Neil Poole, deputy leader and cabinet member for operations and flooding, said: “This programme is about delivering what matters to our communities – safe roads, protected homes and reliable infrastructure that supports everyday life and local businesses.

“We will invest while making sure every pound works harder for North Lincolnshire. This is long-term, practical investment that people will see and feel in their daily lives.”

New surfaces

From April, a £20m+ highways programme will roll out across North Lincolnshire, targeting the condition, safety and resilience of the road network.
The programme includes:

  • Major carriageway resurfacing and reconstruction schemes
  • Surface dressing and recycling treatments to extend road life
  • Footpath improvements
  • Bridge inspections, repairs and strengthening
  • Street lighting upgrades and maintenance
  • Crash barrier repairs
  • Drainage and flood resilience works
  • Road marking and surface safety improvements
  • Traffic management, signals and crossing upgrades
  • Speed management and local road safety schemes

Cllr Poole added: “This is about prevention as much as repair. By investing properly in resurfacing, drainage, structures and safety schemes now, we reduce the need for more expensive emergency works later.

“We’re strengthening the whole network – from major routes to local neighbourhood roads – and giving our teams the tools they need to do the job properly.”
