Residents in Barton have overwhelmingly backed a new community-driven Neighbourhood Plan – and councillors have now formally approved it, putting local people firmly in charge of shaping the town’s future.
The move follows a decisive referendum in which more than 90 per cent of voters said “yes” to the Barton-upon-Humber Neighbourhood Plan, confirming residents want it used to decide planning applications in their area.
Cllr David Rose, cabinet member for environment and strategy, said: “This is residents first in action. Barton residents have set out what matters most to them – their heritage, their green spaces, their quality of life – and we are making sure their priorities drive the decisions.
“This is a community shaping its future, and the council delivering what truly matters.”
A report approved at Full Council confirms the Plan will now be officially adopted – meaning it becomes a legal part of North Lincolnshire’s development framework and must be used when the council considers planning decisions.
The Plan was created by Barton Town Council working closely with local residents, volunteers and businesses, supported throughout by North Lincolnshire Council’s place planning team. It sets out a clear vision for how Barton should grow and improve in the years ahead – protecting the town’s character while enabling new investment and opportunity.
Barton-upon-Humber ward councillor, Cllr Paul Vickers, said: “This isn’t about top-down planning – it’s about empowering people. With such a strong vote in favour, it’s crystal clear what residents want.
“Our focus now is on delivering those outcomes and backing Barton every step of the way.”
Under national law, once a referendum has been won the council must adopt the Plan unless it breaches legal or human-rights obligations – and the Full Council report confirms the Barton Plan meets all requirements and carries no such risks.
The Plan will now guide development across Barton, offering residents certainty, giving businesses confidence and ensuring future growth stays true to the community’s priorities.
