Fixed Penalty Notices (fines)

Pay a Fixed Penalty Notice (FPN) fine online. View types of FPN, other ways to pay and maximum charges if not paid promptly.

Fixed Penalty Notices and Civil Penalty Notices are issued for a variety of offences, such as littering, dog fouling, illegal disposal of waste, anti-social behaviour and environmental nuisance.

In cases where an authorised officer is satisfied that an environmental offence has been committed, the council is able to issue Notices on the spot or they can be sent through the post.

Fixed Penalty Notices will be offered rather than prosecuting the environmental offence via the courts where a criminal conviction may be obtained. The Fixed Penalty Notices are only offered for lower level crimes or first offences. If you pay the Fixed Penalty Notice no further action can be taken in the case of the envirocrime offence that has been committed. If you choose not to pay the Fixed Penalty Notice the case will be progressed via a Magistrates Court and may result in a criminal conviction.

The seriousness of the offence and the history of offending is taken into account where the decision is taken to progress the offence via a Magistrates Court.

North Lincolnshire Council shares payment systems with Doncaster Council. In some cases you may be taken to one of their websites or payment systems to pay a fine. If your penalty notice reference begins with ‘DN’ then it has to be paid to Doncaster Council using the link below.

North Lincolnshire Council are now issuing Fixed Penalty Notices using a new system. If your penalty notice reference begins with ‘N’, this has been issued by North Lincolnshire Council and can be paid using the relevant link below.

Types of FPN fine

Offences you can be fined for in North Lincolnshire and the amount you will have to pay. The maximum fine if taken to court is also included.

Abandoned Vehicle – Unlawfully abandoning a vehicle

Refuse Disposal (Amenity) Act 1978
£200 – no reduced fee.
Maximum fine – £2500 and/or 3 months imprisonment.

Breach of Public Space Protection Order (PSPO)

Anti-Social Behaviour Crime and Policing Act 2014
£100 – no reduced fee
Maximum fine – £1,000

Breach of Notice – Community Protection Notice Failing to comply with a legal notice

Anti-Social Behaviour Crime and Policing Act 2014
£100 – no reduced fee.
Maximum fine – £2500/£20,000 (organisation/business).

Breach of Notice – Domestic Bins Failing to comply with a legal notice

Environmental Protection Act 1990 Section 46
£110 – No reduced fee
Maximum fine – recovered as a civil debt.

Breach of Notice – Trade Bins Failing to comply with a legal notice

£110 – No reduced fee.
Maximum fine – £1000 upon conviction in a Magistrate Court

Dog Fouling/Control - Failing to comply with a prohibition of the PSPO (dogs)

Fly Posting – Defacement by fly posting

£500 – reduced to £350 if paid within specified time period.
Maximum fine – £2500, in the case of a continuing offence £250 per day after a conviction.

Fly Tipping – Fixed Penalty Notice Offence of Fly tipping

Environmental Protection Act 1990 Section 33ZA
£1000 reduced to £700 if paid within specified time period.
Maximum fine – £ unlimited or imprisonment.

Graffiti- Defacement by graffiti

Anti-Social Behaviour Act 2003 Section 43
£500 – reduced to £350 if paid within specified time period.
Maximum fine – Where the damage is less than £5,000 the maximum sentence is three months imprisonment or a fine of £2,500 for adult offenders..

Household Duty of Care – Failing to control waste

£600 reduced to £450 if paid within specified time period.
Maximum fine – £5,000.

Litter – Offence of littering

Environmental Protection Act 1990 Section 87
£200 – reduced to £100 if paid within 14 days.
Maximum fine – £2,500.

£200 – reduced to £100 if paid within 14 days.
Maximum fine – Civil Penalty.

Repairing Vehicles – Carrying out restricted works on a motor vehicle on a road

Maximum fine – £2500.

Smoking in a smoke free premise or vehicle

Maximum fine – £200.

Unauthorised distribution of free printed matter

Vehicles for Sale – Exposing or cause to expose two or more vehicles for sale on the road

Waste Carriers – Failing to provide the necessary authority for transporting waste
