Selective Licensing Scheme to proceed following High Court ruling – North Lincolnshire Council vows to tackle rogue landlords and bad tenants

A major scheme to drive up housing standards and crack down on anti-social behaviour, crime, and deprivation in parts of Scunthorpe will now move forward, following a High Court decision in favour of North Lincolnshire Council.

The Selective Licensing Scheme – covering private rented homes in the Crosby and Park, and Town wards – was formally designated by the council on 3 October 2024 after extensive public consultation and detailed analysis. It came into effect on 20 March 2025 but was delayed due to a legal challenge, which has now been dismissed.

Cllr Rob Waltham, leader of North Lincolnshire Council, said: “This is a clear win for residents. We will not stand by while rogue landlords exploit vulnerable tenants or allow properties to fall into disrepair. This scheme is about protecting communities, raising standards, and holding people to account.”

Under the scheme, landlords in the designated area must obtain a licence to operate private rented properties. The scheme runs until 19 March 2030 and is part of the council’s wider commitment to keeping residents safe and enabling communities to thrive.

Cllr Waltham added: “We’re sending a strong message: if you’re a landlord who does the right thing – maintains your properties, treats tenants fairly, and contributes positively to the community – we will support you. But if you’re cutting corners, ignoring your responsibilities, or profiting from poor conditions, we will come after you.”

He also addressed the issue of tenant behaviour: “This isn’t just about landlords. Tenants who cause anti-social behaviour, drink in the street, fly tip and commit other environmental crimes and generally cause nuisance to others are on notice too. Everyone has a role to play in building stronger, safer neighbourhoods.”

The council is working with an external delivery partner, Home Safe, to deliver the scheme. Property owners can apply for a licence from 6 October 2025.

Any letting agents with landlord clients operating in the designated area will need to be registered with Home Safe before 6 October to enable them to be added to licence applications.

  • An information and support event is being held on 16 September at 2pm at Church Square House for letting agents and estate agents to help them understand what is required. They can start to register on the Home Safe platform in readiness for their clients starting their applications.

It will provide clear, practical guidance on the scheme, including who is required to apply, what documentation is needed, and how agents can support their landlord clients in meeting the licensing obligations.

  • An Application Workshop for landlords will take place on 30 September at 2pm at Church Square House. Information on how the scheme will work and how to submit a valid application will be provided. Applicants can register on the Home Safe portal from 6 October 2025.
