Traffic Regulation Orders – consultations and notifications

Formal consultation on proposed Traffic Regulation Orders (TROs). Formal notification of approved TROs.

TRO consultations

If you have any objections to these orders you should submit them, giving your reasons, by the date indicated.

You will find a statement of reasons, description of the order and plan showing the proposed changes in the documents below.

As a result of changes to the road layout, we are proposing to implement one-way traffic movement orders at the following locations:

a. Willoughby Road, Scunthorpe

In an easterly direction on the section of road outside the former Riddings Methodist Church, Scunthorpe from its junction with Willoughby Rd to the Junction with Angerstein Rd – as shown on drawing number YHN5006-22-004-001 [PDF, 615Kb]

b. West Street, Scunthorpe

In a southerly direction on the section of road between Nos 85 and 87 West St, Scunthorpe from its junction with Hadleigh Court to its junction with West St –  as shown on drawing number YHN5006-22-005-001. [PDF, 756Kb]

Objections to the proposals, specifying the grounds on which they are made should be sent in writing to the Highway Traffic Safety Team via email traffic@northlincs.gov.uk not later than 5 January 2023.

30-40 High Street, Scunthorpe          Governance & Partnerships

A Weight Zone which aims to alleviate issues raised by some residents about Heavy Goods Vehicle (HGV) movements in the Ferry Ward is to be implemented.

The works will be implemented, and the order will be operational from Wednesday 30 November 2022.

The extents of the proposed zone are shown on the attached drawing along with a copy of the statutory notice and a statement of reasons. Objections to the proposal specifying the grounds on which they are made should be made within six months of the order coming into force or of the latest variation or modification of it.

Any such objection should be in writing specifying the grounds on which it is made and sent to the Highways Traffic Safety Manager, Billet Lane, Normanby Enterprise Park, Scunthorpe DN15 9YH or via email at traffic@northlincs.gov.uk

TRO – notifications

Our recent traffic regulation orders (TRO) are listed below when they need to be published. They will be effective from the dates shown.

You must make an application to the High Court within six weeks of the date the order was made to question the validity of an order or any provision contained in them on the grounds that they are not within the powers of the Road Traffic Regulation Act 1984 or that a requirement of that Act or any instrument made under it has not been complied with.

Notice is hereby given that, on 19 April 2023, North Lincolnshire Council made an Order under Sections 81 (1), 82(2)(a), 83(2), 84(1) and (2), 84(3) and Part IV of Schedule 9 of the Road Traffic Regulation Act 1984 the effect of which is to amend the Order specified in the Schedule to the extent described in that Schedule. This Order will take effect on 21 April 2023.

Notice is hereby given that on 25 Jan 2023, North Lincolnshire Council made an Order under Sections 81 (1), 82(2)(a), 83(2), 84(1) and (2), 84(3) and Part IV of Schedule 9 of the Road Traffic Regulation Act 1984 the effect of which is to amend the Order specified in the Schedule to the extent described in that Schedule. This Order will take effect on 1 Feb 2023.

YHN5006-20BART-01 Second Notice [PDF, 46Kb]

Notice is hereby given that on 15 March 2023, North Lincolnshire Council made an Order under Sections 1, 2(1) to (3), 4(2) and Part IV of Schedule 9 of the Road Traffic Regulation Act 1984 (“the Act”) the effect of which has made permanent the current experimental restrictions, prohibiting vehicles travelling along Brumby Wood Lane, Scunthorpe from making the turning movements set out in the Schedule. The Order will come into effect on 27 March 2023.

Notice is hereby given that on 12 January 2022, North Lincolnshire Council made an Order under Section 9 of the Road Traffic Regulation Act 1984, the effect of which is to introduce a one-way traffic system in Kirton on the lengths of road set out in the Schedule and as per the detail shown on drawing YHN0056/006 [PDF, 427Kb]. The Order will come into effect on 24 January 2022 for an experimental period of 18 months.

George Street and High Street, Kirton-in-Lindsey One Way Traffic (Experimental) Order [57Kb]

Notice is hereby given that on the 6 October 2022, North Lincolnshire Council made an Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which is to prohibit vehicles weighing 7.5 tonnes and over, travelling along Idle Bank (Isle of Axholme) between Thorne Road and Wroot Road and that length of Idle Bank between Poles Bank and Cove Road. The Order will come into effect on 7 October 2022 and will continue in force for a period not exceeding 18 months or until the works being undertaken on the said lengths of Idle Bank has been completed whichever is the sooner.
