Housing Delivery Action Plan

In 2019 the Government formally introduced a new national test to assess housing delivery in local authority areas.  The first ever set of Housing Delivery Test results were published on 19 February 2019. The Housing Delivery Test (HDT) provides transparency about where housing is, or is not, being delivered in relation to the number of homes communities require.  It is based on a three year rolling period for delivery, against the relevant housing target for that period.

The HDT identified North Lincolnshire as achieving 73% of its housing requirement. As a result, we are required to produce a Housing Delivery Action Plan [PDF, 197Kb] and plan for a 20% buffer, as set out in the National Planning Policy Framework.
