Crisis and Resilience Fund

Information about the Crisis and Resilience Fund and financial help available through the fund including help with heating oil costs.

What is the Crisis and Resilience Fund (CRF)?

The Crisis and Resilience Fund offers financial help to North Lincolnshire residents facing hardship or an unexpected change in circumstances that could put their wellbeing or housing at risk.

The fund is provided by the UK Government, and North Lincolnshire Council administers it locally in line with national guidance, helping ensure support is tailored to the needs of local residents. This fund has replaced the Household Support Fund.

The fund aims to:

  • provide short term financial assistance where there is an immediate need
  • help residents remain safe and secure in their homes
  • prevent financial difficulties from escalating into more serious problems
  • support people while they work towards greater financial stability

Support is targeted at residents who have limited alternative options and where financial assistance can make a meaningful difference.

Heating oil support

Helping North Lincolnshire residents with rising heating oil costs.

North Lincolnshire Council is offering financial support to households struggling with increasing heating oil costs. Through the Crisis and Resilience Fund (CRF), eligible residents can receive £300 to help with essential energy expenses. This support is not available for commercial premises.

The Crisis and Resilience Fund is a government-backed scheme, run via local councils, to help households in need. This fund has replaced the Household Support Fund.

Helping North Lincolnshire residents with rising heating oil costs.

North Lincolnshire Council is offering financial support to households struggling with increasing heating oil costs. Through the Crisis and Resilience Fund (CRF), eligible residents can receive £300 to help with essential energy expenses. This support is not available for commercial premises.

Who can receive the payment?

You may qualify for this support if you meet the following criteria:

  • You reside in North Lincolnshire
  • You use heating oil as your main source of heating
  • You have not previously submitted a claim for the address you are claiming for (one application per household)

This is a one off payment made directly to your bank account.

How to apply

Residents who meet the criteria can apply using the button below. You will be asked to log in to your ‘My Account’ or register for ‘My Account’. If you are unable to do this, please see the Need help or have a question section below.

Alternatively, you can apply in one of our Community Hubs and staff will be happy to help you. You do not need an email address if you apply at one of our Hubs.

How we check your eligibility

  • You must provide proof of where you live (council tax bill/utility bill clearly showing your name and address)
  • Supply evidence that you use heating oil (receipt from the supplier of your most recent delivery of heating oil showing the address it was delivered to, or bank statement showing your most recent payment for heating oil)
  • You must provide details of the bank account to which the support payment is to be made

Checks are carried out only for the purpose of assessing your application and will be made before any decision on payment is made.

What if I don’t have all the documents?

You won’t be able to complete the application without all the required documents.

You can:

  • Gather the documents and apply online, or
  • Bring them to a Community Hub and staff will help you complete the application.

Do my documents have to be originals?

No. Staff can:

  • Scan documents
  • Upload photos or digital copies

All information is handled securely.

Can I apply for someone else?

Yes, you can apply on behalf of someone else, but you must have their permission and access to the required documents.

Please note, we can only accept one application per household.

What is a household?

A household is defined as a single property served by one heating oil tank.

Only one application can be made per oil tank. If a building is divided into separate flats with their own oil supply, each may apply separately. If the oil tank is shared, only one application can be submitted.

When will I receive my payment?

Once approved, payments will usually be made within 10-14 working days directly into your bank account.

Why was my application unsuccessful?

If your application is rejected or fails, you will be told the reason via email. This will usually be because of the following reasons:

Reasons for rejection:

  • Not resident in North Lincolnshire
  • Do not use heating oil
  • Previous successful application made at the household

Reasons for returning application to applicant:

  • Evidence provided was not legible/download failure

Missing evidence:

  • Has not provided evidence of living at the property
  • Has not provided evidence of use of heating oil
  • Did not provide bank account details

All applications are carefully assessed and decisions are final.

Housing payments

Housing Payments help residents on Housing Benefit or Universal Credit who are struggling to pay for housing costs, such as rent. They aim to prevent homelessness by helping people stay in their home.

Additional schemes coming soon in 2026

Crisis payments

Crisis payments give short-term financial help to residents who are facing an urgent financial emergency. This can include support with essential living costs when someone has no other reasonable way to pay for them.

They are designed to help people through a difficult time while they get their situation back on track.

Crisis payments are not currently available in North Lincolnshire but we are working on this and we will confirm once this scheme opens.

Wider resilience support

As well as giving direct financial help, the council is creating a wider support package to help residents manage their money and avoid future crises.

It will help people build long-term financial stability, with access to advice and support.

More details will be shared later in 2026.
