Street Trading

Who needs to apply?

Any person wishing to trade on the streets of North Lincolnshire.

Street trading is controlled in accordance with the provisions contained in Schedule 4 of the Local Government (Miscellaneous Provisions) Act 1982. The council adopted this schedule on 1 April 2000.

Under this Schedule:

  • A street is any road, footway or other area to which the public have access without payment.
  • Trading is the selling or exposing or offering for sale of any article (including a living thing) in a street.

All streets within North Lincolnshire are designated as either ‘licence streets’ or ‘consent streets’. This means that anyone who wishes to trade on a street, highway or other area to which the public have access without payment must hold either a street trading licence or consent.

The pedestrianised areas of Brigg and Scunthorpe are designated as ‘licence streets’. The street trading policy states which sites have been allocated and for what type of produce.

The remaining areas of North Lincolnshire have been designated as ‘consent streets’.

It is the responsibility of the applicant to seek permission to use any site from the landowner/authority before making an application.

All documents supporting this application must be supplied within three working days, otherwise the application may be deemed incomplete and be rejected. The application process will not commence until all information has been received.

We aim to deal with grant and renewal applications within 77 days.

Tacit consent applies. This means that you will be able to act as though your application is granted/renewed if you have not heard from us by the end of the above application period.
