Spring Budget 2017 – revaluation relief support

The Government announced in its Spring Budget on 8 March 2017 that there would be more financial help available to support businesses.

The outline of these measures are:

As part of the March 2017 budget, the Government announced that it would provide business rates relief for businesses who had lost small business rates or rural rate relief following the 2017 property revaluation. The relief will limit any increase in the ratepayer’s 2017/18 bill to £600 more than they paid in 2016/17.

Hereditaments eligible for charity or community amateur sports club relief or hereditaments which are unoccupied are not eligible for supporting small business rate relief.

This relief has been awarded automatically and qualifying ratepayers have been notified.

The Government has announced a new relief scheme for pubs that have a rateable value of below £100,000. Under the scheme, eligible pubs will receive a £1,000 discount on their bill. The relief will have effect from 1 April 2017 (until 31 March 2019) to eligible pubs that:

  • are open to the general public
  • allow free entry other than when occasional entertainment is provided
  • allow drinking without requiring food to be consumed
  • permit drinks to be purchased at a bar

This relief has been awarded to qualifying businesses and revised bills have been issued.

The reliefs are subject to state aid limits and declaration forms have been sent where applicable.

In the Spring Budget 2017 the Chancellor also announced a discretionary fund of £300m over a four year period from 2017/18 would be made available to support those businesses that faced the steepest increases in their business rates bills as a result of the 2017 revaluation.

Each billing authority in England will be provided with a share of £300m to support their local businesses and are expected to use their share of funding to develop their own discretionary relief scheme, delivering targeted support to the most hard-pressed ratepayers.

North Lincolnshire Council’s allocation of this funding for discretionary relief is £480,000 spread across the next four years. This comprises £280,000 for 2017/18; £136,000 for 2018/19; £56,000 for 2019/20; and £8,000 for 2020/21. These amounts reflect the maximum level of relief that can be awarded to local businesses.

The relief will be targeted at businesses which occupy properties with lower rateable values and those which are facing the most significant increases in bills.

Eligible ratepayers will automatically be awarded relief without the need for completion of an application form.

If a state aid form has been issued, no relief will be awarded until this has been completed and returned to the Business Rates section.
