Public Rights of Way form an important part of the highway network and are statutorily protected. They are used recreationally by walkers, horseriders, cyclists and motorists, and also serve as a part of the overall transport hierarchy. This is reflected by reference to them in the North Lincolnshire Council Local Agenda 21 declaration.
The Milestones approach is a Countryside Agency initiative to ensure legally defined, properly maintained and well-publicised public rights of way networks by the year 2000. A Milestones statement is in effect a business plan, covering all the work required to ensure such a network of public rights of way.
