North Lincolnshire is entering a new era of regeneration to underpin its vision
of 'Transforming North Lincolnshire towards a better future for all'
There is an Urban Renaissance investment programme, which is spearheading the
transformation of the town. Through Yorkshire Forward's Renaissance Towns
and Cities Programme we are capitalising on the potential £12m investment
to deliver quality of place through improving parks and public spaces.
The
Scunthorpe Framework aims to make Scunthorpe a renaissance town and an economic
driver for North Lincolnshire. Through Yorkshire Forward's Urban
renaissance, Scunthorpe will become a better place to work, live and visit.
The Scunthorpe Framework for Scunthorpe hangs on three powerful inter-related
core development concepts which are:
- Creating a new 'urban heart' for Scunthorpe
- Developing Scunthorpe into a 'new century garden town' and
- Creating the 'Lincolnshire Lakes'
These are truly transformational initiatives aimed at improving competitiveness
with others which are uncompromisingly head-turning in their impact to give
the town a degree of distinctiveness and attractiveness.
Town centre development
Scunthorpe's Urban Renaissance Programme is driving forward the development
of the town in partnership with North Lincolnshire Council, Yorkshire Forward,
Scunthorpe Town Team and the North Lincolnshire Strategic Partnership.
Through
Yorkshire Forward's Renaissance Towns and Cities Programme we are capitalising
on the potential £12m investment to deliver transformational change to
improve parks and public spaces, and promote biodiversity and ecology.
The
creation of a vibrant town centre is one of the main transformational projects.
Consultants and the Town Team have identified four actions which will help us
to achieve this. These are:
- Promoting
and developing the centre of Scunthorpe as an attractive, distinctive and
well performing destination
- Intensifying
and diversifying the town centre by promoting mixed use,
- Improvement
to public realm
- Developing
a cultural quarter.
The
council and Threadneedle Property Investments Limited, acting for Zurich Assurance
Limited, have reached an agreement to provide:
- A new
modern market hall
- The
construction of an 80,000 sq ft supermarket
- A 46,000
sq ft multi-storey shopping complex
- An
eight unit retail development
- Additional
car parking.
Building
on this success, Yorkshire Forward has agreed a further £185,000 for the
delivery of a wider Town Centre Masterplan, which will include plans to improve
the public realm and create new opportunities for the town centre evening culture
through cultural and recreational developments. The Masterplan will become the
key document in guiding future development in order to create a vibrant, more
successful and more competitive town centre.
Lincolnshire Lakes
Consultants,
Halcrow Group Limited, have been appointed to undertake a feasibility study
to determine whether a series of lakes can be created on the western fringe
of town in order to create a major new sustainable waterside setting in Scunthorpe.
Through the development of a number of lakes, creation of quality housing, provision
of a business park and the opportunities for leisure, sport and recreation in
an environmental setting, the Lakes will provide a tremendous opportunity to
put Scunthorpe and the area on the map. The intention is to explore the diversification
prospects for the local economy to provide long-term job opportunities.
Yorkshire
Forward is funding the feasibility study as part of its Renaissance Towns and
Cities Programme, which aims to support the regeneration of key towns and cities
in Yorkshire and Humber by bringing together partners to create a shared vision
for the future of their community. With the project nearing completion, findings
will be submitted to the Council in Autumn 2008.
The
study will consider economic, transport, legal, environmental, and planning
issues. It will outline development scenarios for housing, employment, sustainable
power generation, recreation and tourism, and the creation of a significant
body of water. The study will also look into the need for flood alleviation
measures and opportunities for living, working and leisure.
Central Park/Sports Academy
North Lincolnshire Council, with financial support from Yorkshire
Forward, is investing over £15m to provide a high quality sports facility
for the town and a reinvigorated community park.
The scheme will deliver a truly integrated opportunity to promote health, recreation,
leisure and sport within one location based on and around Central Park. The
Sports Academy will become a centre of excellence for sports and recreation
and be the hub for the development and delivery of sports, education and leadership
training.
