Draft sustainability appraisal report

In preparing the Housing and Employment Land Allocations DPD, it is important that the council fully considers the environmental, social and economic impacts that it will have on the area. This will be undertaken as part of the Sustainability Appraisal/Strategic Environmental Assessment (SA/SEA) process.

The council has appointed Atkins consultants to prepare the draft Sustainability Appraisal Report (SAR) to accompany the Housing and Employment Land Allocations DPD. The aim of the Sustainability Appraisal (SA) process is to ensure that all plans and programmes that relate to land use issues are compatible with the aims of sustainable development.

The SA report summarises the findings and results of the SA process, which was used in the development of the consultation document. Comments can be made on the Draft SAR during the consultation period. Any comments should be sent to the address below and received by 4.30pm on Friday 6 March 2009.

Appropriate assessment screening:

As part of the development of the Housing and Employment Land Allocations DPD it has been necessary for the council to carry out an 'Appropriate Assessment'.

This is required in order to assess the potential effect of the DPD on the Special Protection Areas (SPAs) and Special Areas of Conservation (SACs) that are within or close to North Lincolnshire. These are nature conservation sites of European importance. In North Lincolnshire there are two areas which have these designations:

  • The Humber Estuary which consists of:
    - The Humber Estuary SAC
    - The Humber Flats Marshes and Coast SPA
    - The Humber Estuary SPA
    - The Humber Flats Marshes and Coast proposed Ramsar (RAMSAR).
    It is located immediately adjacent to and within the north and east of the North Lincolnshire boundary and could therefore be affected by proposed developments within North Lincolnshire.
  • Thorne and Hatfield Moors which consists of:
    - Thorne and Hatfield Moors SPA
    - Thorne Moor SAC
    - Hatfield Moor SAC.

The appropriate assessment assesses the potential effect on these sites and sets out the council's proposals for off-setting any significant effects.
