As part of the Local Development Framework process, there are some key assessments and appraisals, which the council must prepare.
Sustainability appraisal
Contributing to sustainable development is a key requirement of the North Lincolnshire Local Development Framework (LDF). The Planning and Compulsory Purchase Act 2004 requires the council to undertake a Sustainability Appraisal of all its Development Plan Documents (DPDs) and Supplementary Planning Documents (SPDs).
Sustainability Appraisal (SA) is a systematic process, which appraises the social, economic and environmental effects of the strategies and policies contained in the LDF. It ensures that decisions are made in accordance with the principles of sustainable development. It is an ongoing process which identifies and reports on the likely significant effects of the plan, and the extent to which implementation of the plan will achieve the social, environmental and economic objectives by sustainable development.
In preparing the LDF, the council is required to comply with European Union Directive 2001/42/EC which requires Strategic Environmental Assessment (SEA) of certain plans and programmes. The requirements of the SEA Directive will be incorporated into the Sustainability Appraisal.
The council have already prepared Sustainability Appraisal Reports and other associated documents for the Core Strategy and are now at the early stages of preparing the Sustainability Appraisal for the Housing and employment land allocations. These can be viewed on the document pages and below.
Appropriate assessment
As part of the preparation process of the Local Development Framework, it has been necessary to undertake appropriate assessments of the various documents. This is required in order to assess the potential effect of the Local Development Framework on the Ramsar sites, which are wetlands of international importance, Special Protection Areas (SPAs) and Special Areas of Conservation (SACs) that are within or close to North Lincolnshire. These are nature conservation sites of International and European importance.
Within North Lincolnshire there are six European Sites. Those of relevance are the:
- Humber Estuary SAC
- Humber Estuary SPA and Humber Estuary Ramsar site
- The Thorne and Hatfield Moors SPA
- The Thorne Moor SAC
- The Hatfield Moor SAC
