Planning for Renewable Energy Development – Supplementary Planning Document

Following the Full Council meeting of Tuesday 22 November 2011, North Lincolnshire Council have adopted the Planning for Renewable Energy Development – Supplementary Planning Document (SPD) as part of the North Lincolnshire Local Development Framework. As a result the SPD now forms part of the development plan for the area. The development of renewable energy and the need to plan appropriately for it is a key issue for North Lincolnshire. Whilst there are many benefits from renewable energy, such as helping to reduce climate change, it can have impacts on our communities.

The SPD sets out North Lincolnshire Council’s approach to planning for renewable energy. It aims to provide guidance for developers in preparing planning applications for renewable energy developments as well as assist elected members and council officers in determining planning applications.

Core Strategy DPD – Latest

At the Full Council meeting of 28 June 2011, North Lincolnshire Council adopted the Core Strategy DPD as part of the Local Development Framework. It will be used to guide the location and quantity of development in the area and as well as to determine planning applications. This follows an independent examination at which a Planning Inspector found the DPD to be “sound” subject to a number of changes. Her report can be viewed on the Inspector’s Report. 

Local Development Scheme - Latest 

A revised Local Development Scheme (LDS) was approved by council on 30 March 2011. The revised LDS was prepared due to issues regarding housing supply raised at the independent examination of the Core Strategy DPD. It can be view on the LDS page.

Housing and Employment Land Allocations DPD Latest 

The Housing and Employment Land Allocations DPD: Submission Draft has been published to allow representations to be made on its soundness. It sets out which sites will be developed to provide new homes and employment opportunities. It also includes town and district shopping centre boundaries and settlement development limits.

The period for making representations ran from Monday 22 November 2010 to Monday 10 January 2011. The Housing & Employment Land Allocations DPD - Submission Draft and other associated documents can be viewed online or at Civic Centre, Local Links and branch libraries during normal opening hours.

Core Strategy latest 

The Core Strategy and supporting evidence was submitted to the Government for an independent examination at the end of August 2010. All representations received on the Core Strategy can be viewed on our online consultation portal. More details can also be found on the Core strategy publication page.

The Core Strategy examination hearings commenced on 18 January 2011 and ended on 20 January 2011. Details can be found on the Core Strategy examination page.

Following the Budget announcement on 23 March 2011, Ministers expect the emerging "Planning for Growth" agenda to be implemented immediately. This gives a high priority and significant weight to the reform of the planning system to promote sustainable economic growth and jobs. The Planning Inspectorate advised that it was necessary to seek views on the implications of this policy development for all local plans that are currently being examined. Consequently, the Inspector invited written representations from those who made representations on the submission draft Core Strategy DPD, relating to the 'Planning for Growth' and other Budget statements to be submitted by 20 April 2011. A total of 12 representations were made. The Inspector considered these representations alongside responses from the council.
