Special Committee on Housing Stock Transfer - 10 January 2007

PRESENT:- Councillor Sherwood in the chair.

Councillors Carlile, T Foster, Grant and Wardle.

Simon Driver, Mark Longhill, Hugo Stephens, Jeff Tattersall, Mike Wedgewood, Mike Wood and Mel Holmes also attended the meeting.

19 DECLARATIONS OF PERSONAL OR PERSONAL AND PREJUDICIAL INTERESTS - There were no declarations of personal or personal and prejudicial interests.

20 MINUTES - Resolved - That the minutes of the meeting of the committee held on 13December 2006 be approved as a correct record.

21 EXCLUSION OF THE PUBLIC - Resolved - That the public be excluded from the meeting for consideration of the following item (minute 22 refers) on the grounds that it involves the likely disclosure of exempt information as defined in paragraphs 3 and 4 of Part 1 of Schedule 12A of the Local Government Act 1972.

22 HOUSING STOCK TRANSFER - FINANCIAL, PROPERTY AND CONTRACTUAL ISSUES - The Chief Executive referred to a detailed report to be considered by the full council at its meeting on 17 January entitled "Transfer of Entire Housing Stock and Related Assets to North Lincolnshire Homes" which had been circulated on 9 January, 2007. This report would deal with the full range of issues in relation to the transfer of the council's housing stock to North Lincolnshire Homes. Appendix 1 to that report contained details of a commercially sensitive nature which was classed as exempt information within the Access to Information Regulations. It had not therefore been circulated to members of the public.

The Chief Executive updated members of the committee on the information contained within that appendix. This information included the framework for the main financial terms which had so far been agreed. It also referred to B Line Industries, property matters and warranties for redevelopment.

Both members and officers commented in detail on some of the issues reported on by the Chief Executive.

Resolved - That the report be noted.
