Deputy Leader - Neighbourhood, Environmental and Communities Cabinet Member - Minutes - 4 February 2008

28 (28) ACTIVE LIVES CO-ORDINATOR – The Service Director Neighbourhood and Environment submitted a report advising the Cabinet Member of new funding for a joint project in North and North East Lincolnshire to increase levels of physical activity and encourage healthier eating through the training and support of Community Health Educators, and seeking approval for the appointment of an externally funded Active Lives Co-ordinator.

The Big Lottery Fund made £165 million available to 20 regional schemes in the country aimed at improving health and well-being. The local Strategic Health Authority submitted a bid and was successful in receiving £7.2 million for the Yorkshire and Humber area. Within this funding, North and North East Lincolnshire were to run a project called “Leading the Way to Active Lives”. The project would run for three years from July 2008.

Training and support would be provided to people in the local area to equip them with the necessary skills, competencies and confidence to be able to run sporting clubs, other clubs or groups encouraging physical activity and healthier eating and to cascade healthier living advice throughout the area.

The project was a partnership between North Lincolnshire and North East Lincolnshire Councils, North Lincolnshire Primary Care Trust, North East Lincolnshire Care Trust Plus and Northern Lincolnshire and Goole Hospitals Trust. One full time Co-ordinator and one full time equivalent Community Food Worker would be employed. It was proposed that North Lincolnshire Council employ the Co-ordinator and that North Lincolnshire Primary Care Trust and Northern Lincolnshire and Goole Hospitals Trust employ a part time Community Food Worker each.

Resolved – (a) That the appointment of an externally funded Active Lives Co-ordinator for a period of three years be approved, and (b) that the staffing implications be referred to the Corporate Services Cabinet Member for approval.

29 (29) FIT FOR FOOTBALL - The Service Director Neighbourhood and Environment submitted a report informing the Cabinet Member of recent negotiations for the council to manage a regional programme based on the Fit For Football project successfully developed in North Lincolnshire.

Further details regarding the ongoing negotiations were set out in the report.

Resolved – (a) That approval be given for the council’s participation in the proposed project and (b) that officers be authorised to negotiate with the Football League Trust and enter into an agreement, as outlined in the report, for the council to be the delivery agent for the regional Fit For Football project.
