81 (7) ESTATE FOOTPATHS AND
ROADS - The Director of Social and Housing Services
submitted a report on proposals for dealing with the maintenance
and repair of estate footpaths and roads.
A best value review of highways and related services had
highlighted a disparity in the way that adopted roads and footpaths
were maintained as opposed to footpaths and roads which were
unadopted and which were funded from the housing revenue
account.
Within the major repairs allowance provision of £150,000
p.a. had been earmarked particularly around accommodation
designated for the elderly.
Following discussions with officers in the Environment and
Public Protection and Community Services directorates it was
proposed that a team be set up within the Highways Division that
would focus solely on work to footpaths and roads on housing
revenue account property, funded from the major repairs
allowance.
To assist in planning the work a surveyor, seconded to the
Highways Division within the Environment and Public Protection
directorate, would be required to survey sites and monitor
progress.
Resolved - (a) That the proposal to establish a
team to deal with the surveying and maintenance of footpaths and
roads on housing revenue account property funded by the major
repairs allowance be approved, and (b) that the secondment of a
technical officer from the Social and Housing Services directorate
to the Environment and Public Protection directorate be referred to
the Corporate Services Cabinet Member for approval.
The following items contain exempt information as defined in
paragraphs 8 and 10 of Part 1 of Schedule 12A of the Local
Government Act 1972.
82 (8) LAND SURPLUS TO REQUIREMENTS -
LAND ADJACENT TO 39 HARROWDYKE ROAD, BARTON UPON HUMBER -
The Director of Social and Housing Services submitted a report
seeking approval to declare an area of land situated adjacent to 39
Harrowdyke Road, Barton Upon Humber as surplus to housing
requirements.
The land formerly housed garages owned by the council which had
now been demolished and the owner of 39 Harrowdyke Road had
expressed an interest in purchasing the land to extend the boundary
of his garden.
Resolved - That the area of land adjacent to 39
Harrowdyke Road, Barton Upon Humber shown on the plan appended to
the report be declared surplus to the council's
requirements.
83 (9) MOBILE COMMUNICATIONS - SUTTON
HOUSE, SCUNTHORPE - The Director of Social and Housing
Services submitted a report on a proposal from Hutchison 3G UK
Limited to erect mobile phone communication equipment on the roof
of Sutton House, Scunthorpe.
Details of the proposal and work entailed were described in the
report.
Resolved - (a) That subject to no substantive
objections being received from the residents of Market Hill flats
and maisonettes, approval be given to the proposal on terms to be
negotiated by the Assistant Director of Corporate Affairs (Property
Services) and reported to the Corporate Services Cabinet Member,
and (b) that subject to (a) above, permission to start the work be
withheld until the refurbishment of the lifts has been
completed.
