Transport assessments

Planning Policy Guidance Note 13 (PPG13) states that where a new development is likely to have significant transport implications, a transport assessment (TA) should be prepared and submitted with the planning application for the development.

The TA should set out the transport issues relating to a proposed development and identifies what measures will be taken to deal with the anticipated transport impacts and to improve accessibility and safety for modes of travel, especially sustainable modes. In some cases a transport statement may be sufficient or no formal assessment may be necessary.

Developers are encouraged to discuss the need for and the scope of a TA with the local council's Transport Planning team prior to submitting one. TAs should be completed in accordance with the "Guidance on Transport Assessments" published by the Department for Transport.
