Strategic environmental assessment

The European Directive 2001/42/EC requires a Strategic Environmental Assessment (SEA) of a wide range of plans and programmes. This includes the Local Transport Plan. The objective of the directive is to provide for a high level of environmental protection. It also aims to ensure that the environmental considerations are fully integrated into the plan and programme making process. The process identifies a set of environmental objectives. It also shows how we'll test the likely significant environmental impacts of the Local Transport Plan.

The SEA process involes:

  • assessing current environmental conditions,
  • testing the LTP strategy against current national and regional policies
  • assessing the environmental effects of the LTP strategy
  • testing alternatives strategies
  • considering how the LTP effects can be mitigated and monitored.

The Strategic Environmental Assessment is a separate document to the LTP and is available below for consultation prior to the submission of the final Local Transport Plan in March 2006.
