1. Location guidelines
1.1 The following guidance is given for the depositing of skips on the highway, i.e. carriageway, footway and grass verge. Any variation will require the agreement of the Highway Maintenance Manager or his representative.
1.2 Every endeavour should be made to place a skip off the highway without encroachment or overhang over the highway.
1.3 Skips shall be positioned in accordance with the following directions:
1.3.1 No skip shall be positioned on the carriageway
- within 15 metres of a junction
- within the loops of traffic signal controlled junction
- on school zig-zag markings
1.3.2 No skip shall be placed on a double yellow line or operational single or broken yellow line unless approval is given by the Highway Maintenance Manager or his representative. Such approval will not be unreasonably withheld provided that complimentary measures can be introduced to safeguard road safety.
1.3.3 On classified roads the location of a skip shall be identified by road signing comparable with that contained in Safety at Street Works and Road Works. A Code of Practice. (Obtainable from HMSO Publication Centre, PO Box 276, London, SW8 5DT).
1.3.4 No skip shall block the footway unless approval is given by the Highway Maintenance Manager or his representative. Such approval will not be unreasonably withheld provided that pedestrian flows are minimal, the blind are not endangered and complimentary signing is provided.
1.3.5 No skip shall be placed on a grass verge within the urban area, i.e. within speed limit signs, unless approval is given by the Network Manager or his representative. If a skip vehicle has to pass over a grass verge, suitable protection should be provided. Approval to place skips on grass verges within the urban areas will only be given in exceptional circumstances.
1.3.6 The practice of positioning a skip half on and half off a carriageway/footway/verge will not be allowed.
1.3.7 Scunthorpe High Street is restricted to the "mini skip" variety.
1.3.8 The period of time allowed for the permit should reflect the impact the positioning of the skip will have on other users of the highway. If appropriate the applicant should be required to remove the skip for the evening period, i.e. where the presence of a skip will cause inconvenience to adjacent residents or commercial premises. A maximum period of a week should be given to a permit without the need for renewal.
1.3.9 It is the responsibility of the permit holder to prevent damage to the surface of the highway. If damage does occur this will be made good by the Network Manager and the costs will be recharged from the permit holder.
1.3.10 Any damage resulting form the placing of the skip is to be repaired by the Applicant.
