The council and utility companies (such as gas, water and electricity) plan major works well in advance. The council co-ordinates this work so that:
- roads are dug up less often
- there is less disruption for road users.
The Government has placed a statutory duty on highway authorities to appoint a traffic manager (Traffic Management Act 2004). The traffic managers ensure the effective and efficient use of the highway network and to reduce congestion. The key words in performing this duty are:
- cooperation
- coordination
- understanding.
The traffic manager's duties are incorporated in the post of network manager.
Listed below are the programmes of both the council and the statutory undertakers (water, gas, electricity) for works that affect the public highway.
