Concessionary fare travel

Who is eligible for the national free travel pass?

Below is the criteria the council uses to see if a person is eligible for the national free travel pass which gives free travel on all local buses anywhere in England. We've also included what you'll need to bring along with you when you apply for a pass in order for us to check your eligibility.

If you are:
You will need to show us:
A man or woman aged 60 or over
  • Your retirement pension book or letter, birth certificate or passport.
  • A utility bill to you at your home address to show that you live in North Lincolnshire, unless your address is on your pension documents.

 

A War Pensioner
or:
Receive Disability Living Allowance (Mobility Element) at the higher rate
  • Your benefit book,
    or:
  • An official letter of confirmation.
Medically unfit to drive (This excludes people who have had their driving licence withdrawn because of persistant misuse of drugs or alchohol)
  • A letter from the Driver and Vehicle Licensing Agency (DVLA) refusing to issue or withdrawing your driving licence on medical grounds (DVLA letter D206 of D235),
    or:
  • Apply to Scunthorpe Shopmobility or the Public Transport team for a Medically Unift to Drive application form.

The disabilities listed below must be permanent or likely to last at least 12 months.

If you are:
You will need to show us:
18 or over and blind, deaf, limbless or severe learning disabled
  • An application form* signed by North Lincolnshire Council Adult Services
Under 18 and blind, deaf, limbless or severe learning disabled
  • An application form* signed by NCH Kaleidoscope, Dunstall Street, Scunthorpe DN15 6JZ.
Unable to walk because of a long term disability or injury - you will normally:
  • Be unable to walk up to 100 metres without stopping, severe discomfort or help from another person or;
  • Use a mobility aid (such as a wheelchair, walking frame or crutches.)
  • An application form* signed by your doctor certifying that you are unable to walk (Your doctor may charge for any examination or certificate required by the application).
Limbless
  • An application form* endorsed by Adult Services or the Artificial Limb Unit, East Yorkshire NHS Trust, Sykes Street, Hull HU2 8BB.

* Application forms are available from the Public Transport team, Highways & Planning Service, North Lincolnshire Council, Church Square House, PO Box 42, Scunthorpe DN15 6XQ or Scunthorpe Shopmobility Centre, The Parishes Multi Storey Car Park, Fenton Street, Scunthorpe DN15 6QX.

How to get your pass

To apply for your national travel pass go in person to one of the following council locations:

If you already have a travel pass then bring this with you, it will show that you are already eligible.

If you are applying for the first time then bring with you the relevant documents (see above) to prove that you are eligible. 

It is easier to apply in person, however if you are not able to get to one of the above locations then you can ask for an application form. To do this please ring the council on 01724 297000 or email public.transport@northlincs.gov.uk

Is there a charge?

There is no charge for the pass.

Pass posted to you later

Your new national travel pass is a "smart card" which can't be produced immediately. We will give you a receipt to acknowledge that you've ordered your pass, please keep it safe. Your new national travel pass will be posted to you later and will normally take up to two weeks to arrive. If you haven't received your pass by the end of this period, or if you have any queries, then please ring the council on 01724 297000. Have your receipt handy when you do this and be ready to quote your reference number.

Where to use your travel pass

Buses

Your pass is valid for free travel on any local bus service in North Lincolnshire at any time of the day, Monday to Sunday. You will also get free travel if your journey starts within North Lincolnshire and, without changing buses, travel over the boundary to reach your destination .

If you are travelling anywhere else in England then you will not be eligible for free travel before 9.30am and after 11pm on weekdays. However on Saturdays and Sundays you will be able to use your pass all day.   

Trains

Holders of the national travel pass who reside in North Lincolnshire are entitled to reduced fare travel on local train journeys. Pass holders must pay half fare (one third off Saver and Standard Single tickets) for any local train journey.

  • Your pass is valid on trains between any two stations in North Lincolnshire. These are: Althorpe, Barnetby, Barrow Haven, Barton upon Humber, Brigg, Crowle, Goxhill, Kirton Lindsey, new Holland, Scunthorpe, Thornton Curtis and Ulceby
  • Your pass is also valid between any of these North Lincolnshire stations and: Habrough, Stallingborough, Healing, Great Coates, Grimsby Town, Grimsby Docks, New Clee, Cleethorpes, Thorne South, Stainforth and Hatfield, Kirksandall, Doncaster, Gainsborough Central, Market Rasen and Lincoln. Please remember one end of your journey must be in North Lincolnshire
  • Concessionary rail travel to Market Rasen, Gainsborough Central and Lincoln is only available via Barnetby.

If you start your journey at a station where the ticket office is open, you must buy your ticket there in order to qualify for the reduced fare. If you don’t do this, you will be asked to pay full fare. If you start your journey at an unstaffed station or one where the ticket office is closed, the conductor will accept your pass on the train.

Companion Entitlement

If you have a disability which means that you cannot use buses or trains on your own, you may have a pass which lets you take a companion with you. 

Who Qualifies?

If you are blind, deaf, limbless or have a severe learning disability and are unable to use public transport on your own you may qualify for a companion's symbol "+C" on your pass. 

A companion can be any person who is capable of assisting you on public transport.

How to apply for your companion’s entitlement.

Ask the council’s Public Transport team (tel. 01724 297460), or Scunthorpe Shopmobility office (tel 01724 297418) for an application form.

The form must be signed to say that the person cannot travel alone on public transport. This can be done by:

  • The person’s doctor
  • The local social services team
  • In the case of a person under 18, NCH Kaleidoscope.

Please note that a doctor may charge for any examination or certificate required by the application.

You can either…

  • Send the completed form to Scunthorpe Shopmobility or one of the Local Links, with details of the person who needs a companion.

    or ...
  • Take the completed form to Scunthorpe Shopmobility or one of the Local Links.  A member of staff will take your details and photograph and order the pass.

The pass will be sent to you in the post and will probably take two weeks.

This is how the companion entitlement works.

  • Your pass will have a "+C" symbol on the front of your pass at the top. This shows you are entitled to take one companion. There is no longer a separate companion's pass so you may take whoever you like, as long as they are able to assist you. It does not have to be the same person all the time
  • The companion may travel free on local bus journeys starting in North Lincolnshire. This includes trips from North Lincolnshire to other areas. We have an arrangement with other councils that your companion may travel free on local bus journeys back into North Lincolnshire from Grimsby, Hull, Goole and Doncaster. Please remember that one end of your journey must be in North Lincolnshire
  • Unfortunately, your companion will have to pay the return fare from Lincoln or Gainsborough because we do not have a similar arrangement with Lincolnshire
  • Your companion will not qualify for free local bus travel in any other part of England. This is because it's only a local concession, not a national one. (But if your usual companion is over 60 or has a disability, they can get a national pass in their own right which will get over these complications)
  • You will qualify for half fare travel or one third off Saver and Single tickets on local rail services if there is one train symbol on your pass or free local rail travel if there are two train symbols.  Please note that your companion is entitled  to half fare or one third off Saver and Single tickets  (NOT free travel) on local trains and must buy a ticket from the ticket office where there is one or, failing that, from the conductor on the train. 

When travelling please remember to ...

  • Show your pass when you get on the bus. If you don’t have a pass you must pay the full fare
  • Get a ticket and keep it for the rest of your journey
  • Tell the driver where you are going.
