Currently the council ensures that people park legally in its car parks. From March 2010, it will also be responsible for dealing with vehicles illegally parked on roads.
Parking restrictions will be the same, but just one organisation (the council) will enforce all parking contraventions.
All income from penalty charge notices (parking fines) will be used to cover the cost of the service, including maintaining signs and lines.
Any surplus will be used to improve roads, car parks and public transport.
The council will adopt a commonsense approach and will issue penalty charges fairly and equitably, but if vehicles are clearly parked illegally e.g. on double yellow lines, in bus bays and taxi ranks or in restricted areas outside schools, then they will incur a penalty charge.
Civil enforcement officers will replace traffic wardens. They will act as ambassadors in the community - reporting other offences such as litter dropping and dog fouling, giving people directions, helping with enquiries and providing appropriate advice where people leave valuables on display in parked vehicles.
The civil enforcement officers will be undergoing nationally approved training to ensure they are ready for the changeover.
