Civil parking enforcement - frequently asked questions

Below are a selection of frequently asked questions relating to civil parking enforcement:

1. What are the benefits of local enforcement?

Local enforcement will keep North Lincolnshire moving, reduce dangerous and inconvenient parking, support local businesses, support town centre needs, assist loading and unloading, improve road safety and assist blue badge holders.

2. Will the police be responsible for any parking enforcement?

The Police will not be responsible for enforcing any permanent waiting, loading or parking restrictions, however they will continue to issue parking tickets for obstruction and moving traffic offences.

3. How will civil enforcement officers be different from the traffic wardens?

Although they have a similar role to that of the traffic wardens, Civil Enforcement Officers are employed by the local authority and not the police and will issue penalty charge notices rather than parking tickets. They will be easily recognisable by their uniforms.

4. Will vehicles be clamped?

At the present time it is not intended to introduce clamping. It is an option that is available and could be considered sometime in the future.

5. Will civil enforcement officers have targets to meet?

No, there will be no target for the number of PCN's issued. All Civil Enforcement Officers will undergo comprehensive training to achieve nationally recognised standards of competence.

6. Is this another 'fund raising' exercise?

No. The aim of parking enforcement is to improve traffic management for the benefit of the whole community. If any surplus income remains, after running costs have been deducted, this is used for future transport improvements.

7. Will the changes mean local businesses and shops suffer?

No. Areas of short term parking such as outside local shops will receive better enforcement. This will mean that drivers are not able to park for longer than permitted and so it will be easier to find a space when you need it. It should also be easier for businesses to load and unload.

8. How do I avoid getting a PCN?

Motorists who don't contravene parking regulations will not be affected. Look out for the lines, signs and notices where you park. These will tell you about any restrictions or charges that are payable to park. The Highway Code will help explain what the signs and lines mean.

9. I am a blue badge holder, how will the changes affect me?

The blue badge scheme will continue to operate as before when parking on street. If you park in accordance with the blue badge scheme you will not receive a PCN. Within council car parks all blue badge holders will be exempt from parking charges on display of a valid blue badge.

10. A vehicle is parking dangerously and causing an obstruction. What do I do?

This needs to be reported to the police by calling the non emergency number: 0845 60 60 222

11. How do I pay a PCN?

When a PCN is issued you have the option to pay the ticket or dispute the PCN. If the PCN is to be disputed payment should not be sent. Instead, you should write or e-mail us explaining in as much detail why you believe the PCN should not be paid and enclose any relevant evidence/information that may support your case. Payments can be made in the following ways:

  • Cash
  • Debit card
  • Cheque
  • Postal order
  • Online

Cheque/cash/postal order payments can be made in person at Church Square House and all other local link offices.

Debit card payments can be made in person at Church Square House, Scunthorpe and Hewson House, Brigg or by telephone - 01724 297000.
