Every council in England and Wales has a Youth Offending Team (YOT).
They are made up of representatives from the police, probation service, social services, health, education, drugs and alcohol misuse and housing officers. Their manager is responsible for co-ordinating the work of the youth justice services. The prevention and reduction of youth crime can only be achieved through a co-ordinated and cohert partnership approach.
YOTs are key to the success of the Youth Justice System. The North Lincolnshire YOT is a multi-agency team whose responsibility is to prevent young people offending. It works with 10 to 17 year olds:
- At the police station as appropriate adults
- When they receive a final warning
- When they are on bail or remanded
- When they appear in court and a report is requested
- When they are made subject of a Court Order
- When they receive a custodial sentence.
The YOT delivers a range of programmes such as:
- Youth inclusion
- Youth inclusion support panel
- Intensive supervision and surveilance
- Anti-social behaviour
- Safer schools partnership
- Resettlement and aftercare provision
- Writing pre-sentence reports
- Bail support and supervision
- Parenting support
- Help to get into education, training and employment
- Drug misuse
Because the YOT incorporates representatives from a wide range of services, it can respond to the needs of young offenders in a comprehensive way. It identifies the needs of each young offender by assessing them with a national assessment. It identifies the specific problems that make the young person offend as well as measuring the risk they pose to others. This enables the YOT to identify suitable programmes to address the needs of the young person with the intention of preventing further offending.
