The North Lincolnshire local Safeguarding Children Board (LSCB) was set up in April 2006. It was set up to comply with The Children Act 2004.
Its purpose is to coordinate and monitor what is done by agencies who work together to safeguard children, protect them from harm and promote their welfare.
North Lincolnshire’s LSCB is made up of representatives from:
- North Lincolnshire Council
- North Lincolnshire Primary Care Trust
- The Strategic Health Authority (area under review)
- North Lincolnshire and Goole Acute Hospital Trust
- Humberside Police
- The National Probation Service, Humberside
- CAFCASS
- Connexions Humber
- Schools
- Further education colleges
- Humberside Fire and Rescue Service
- Voluntary Action North Lincs (VANL).
The LSCB has six action groups. These carry out the functions of the Board and report routinely to it.
The action groups are:
- The Human Resources/Policy and Procedures Action Group
- The Training Action Group
- The Communication/Community Participation Action Group
- The Children in Care Action Group
- The Common Assessment/Child in Need Action Group
- The Serious Case Review Action Group.
In addition, the LSCB has two task groups. These are:
- The LADO Forum (managing allegations against people who work with children)
- E-Safety Task Group.

Vision and values
The LSCB is committed to, and believes that all children deserve the opportunity to achieve their full potential. The North Lincolnshire LSCB’s aim is to improve the well being of children in the area, having due regard to the five outcomes identified in the Every Child Matters, Change for Children Agenda:
The five outcomes are:
- Be healthy
- Stay safe
- Enjoy and achieve
- Make a positive contribution
- Achieve economic well being
The board believes children have the right to be cared for in their own families where it is safe to do so.
The board will work in partnership with parents, children and staff to support children to be safe in the community in which they live.
Board responsibilities
The main responsibilities of the board include:
- Developing policies and procedures
- Training of people working with children
- Communication and awareness raising
- Monitoring and evaluation of what is done to safeguard children
- Undertaking serious case reviews
- Working in partnership with other organisations
- To fulfill the obligations set in the Children and Young People's Plan regarding ‘stay safe’
- To do the work outlined in the Strategic Plan for Safeguarding
- Collecting and analysing information about unexpected child deaths.

The LSCB will work to the definition of Safeguarding Children set by the Government, which is:
‘The process of protecting children from abuse or neglect, preventing impairment of their health and development, and ensuring they are growing up in circumstances consistent with the provision of safe and effective care that enables children to have optimum life chances and enter adulthood successfully.’
This definition covers the full spectrum of safeguarding:
- Universal safeguarding – Working to keep all children and young people safe and create safe environments for all children
Targeted safeguarding – Some groups of children are more at risk than others, and it is important to target policies and services to these groups, to help keep them safe from harm
Responsive safeguarding – Unfortunately, no matter what we do, there will always be some children and young people who suffer harm. We need to respond quickly and appropriately when this happens – supporting children and dealing with those who harm them.

North Lincolnshire is committed to providing an LSCB that makes safeguarding children everybody’s business.
The board will promote safeguarding across three areas:
- The prevention of maltreatment or impairment of health or development and working to increase the understanding of safeguarding of children issues in the professional and wider community, promoting the message that safeguarding is everybody’s responsibility
- The coordination of proactive work that will support children and young people who may be vulnerable and identified as ‘in need’.
- The coordination of responsive work to protect children and young people who are suffering or at risk of suffering harm.
