Aims of the scheme

Private renting is becoming more and more popular. The council is putting together a list of accredited landlords and tenants. The scheme will be able to refer good tenants to good landlords and the other way round. This in turn will help to reduce the level of homelessness in the area.

There are currently 15 accredited landlords and two accredited letting agents. The total number of properties that our accredited landlords rent out to date is 258.

The scheme aims to encourage and promote good standards of privately rented accommodation. It also seeks to ensure that landlords and tenants are aware of their responsibilities to each other. The scheme applies to the private rented sector.

The scheme requries that the following are fair and reasonable:

  • Condition of the properties
  • The level of provision of basic amenities
  • Management practices.

Those who sign up to the scheme must ensure that they comply with their legal duty in respect of the health and safety rights of their tenants.

Compliance with the scheme will ensure that:

  • Landlords, tenants and the general public enjoy the benefits of good property conditions, competent management standards and considerate neighbourly behaviour
  • Misunderstandings and disputes are reduced
  • Where problems do occur they are promptly resolved.

How the scheme operates

On application, landlords will:

  • Provide the council with a list of properties owned or managed by them. These will be held in confidence
  • Provide access to properties for the council to carry out inspections
  • Ensure that properties are free of Category 1 hazards in accordance with the Housing Act 2004
  • Ensure that all their properties meet the requirements of the scheme. Alternatively bring them up to the required standard within a period agreed by the council. Tenants must be informed of this arrangement
  • Participate in and promote the Accredited Tenant Scheme
  • Be committed to partnership working.

The council recognises responsible behaviour by tenants. This is through an accredited tenants scheme. The scheme aims to acknowledge private tenants who:

  • Look after their rented home responsibly
  • Honour their tenancy agreement with their landlord
  • Show respect to their neighbours.

What is Landlord Accreditation?

The North Lincolnshire Landlord Accreditation Scheme is a voluntary initiative. It has been established to ensure that all tenants in North Lincolnshire have equal access to housing that is safe and not detrimental to their health.

The accreditation scheme offers support and incentives to landlords who sign up to its code of practice and who take a responsible approach to renting.

Can managing agents be accredited?

Yes.

I employ a managing agent to manage my properties. Can I still be accredited as a landlord?

Yes.

What benefits will I receive as an accredited landlord?

Becoming an accredited landlord in North Lincolnshire will give you a market advantage over other landlords who are not accredited.

You will be acknowledged as a landlord who has achieved good standards in both property and tenancy management. You will be eligible for many benefits offered as part of the scheme including:

  • Access to loan assistance, empty property grants and WARMFRONT grants to renovate properties to the Decent Homes Standard
  • Local trade discounts
  • Free window and door locks via the council's Handyman Scheme
  • Market advantage when letting property
  • Membership certificate
  • Membership card
  • 'Peel off' scheme logo stickers for stationary
  • Free low energy light bulbs
  • Free smoke detectors (via the Fire Brigade)
  • Advertisement of your properties for rent on the council's web page
  • Specialist professional advice on housing standards from enforcement officers.

What will the council gain from the scheme?

There are many advantages for the council, including strengthening links with the private sector. With the diminishing available stock of council housing and the increasing difficulty for people to buy their first home, the demand for private rented accommodation is growing. The council has a duty to assist people seeking accommodation and is keen to develop a more direct referral to the private sector.

Will I be accredited as a landlord? Will my properties be accredited?

The scheme will accredit landlords and/or managing agents.

How much will it cost?

The scheme is free to join. This may be reviewed in the future.

What's the first step?

To become an accredited landlord you need to submit a list of all your properties. The council will then select a certain number for inspection. If your property passes inspection you'll become accredited immediately.

What if there are works required to my properties?

You will provisionally become accredited. If works are required to your properties, these will be discussed with you. The council will write to you detailing the works required.

Do I have to do all the work at once?

No. A timescale for carrying out the works will be agreed with you. You will become accredited on completion of all the work. You must keep the council up to date with your progress.

What happens when the work is complete?

You must contact the council to arrange for a re-inspection of the properties. If the work has been carried out to the council's satisfaction, you will be issued with your membership package.

How do I apply to become an accredited landlord?

You must complete the application form at the rear of the landlords code or practice.
