It is illegal to sell tobacco products to anyone under the age of 18 in England and Wales.
Products affected include cigarettes, cigars, loose rolling tobacco and rolling papers.
What you need to do:
You must display a sign that includes the words:
"It is illegal to sell tobacco products to anyone under the age of 18".
It must be at least A3 in size (420 x 297mm) and the letters must be at least 36mm in height. If you are planning to produce your own signage or have received a sign from another source, as long as they adhere to these specifications, they will comply with the law.

It’s also good practice to train your staff on the law and how to question/refuse sales if necessary. Give advice to your staff about asking for proof of age cards and what forms of ID are acceptable. Keep records of all training given and any refusals made.
Enforcing the law
Trading Standards Officers enforce the law relating to the sale of tobacco products to under-age consumers.
The penalties for selling tobacco products to someone under 18 years old and can result in a fine of up to £2,500.
Failing to display the statutory sign can result in a fine of up to £1,000
Both the sales person and the business owner could be prosecuted for any illegal sales, even if it was believed that the purchase was being made on behalf of an adult or if the person looked like they were over 18.
