Fireworks and explosives licences

The manufacture and storage of explosives regulations 2005 (MSER)

Anyone in North Lincolnshire who wants to keep or sell explosives (including fireworks) in quantities between 5kg and 2000kg must register with the council. The registration is renewable on 30 September each year for a fee (see below).

The regulations include measures for controlling the safe making, storing and sale of:

  • Blasting explosives
  • Propellants
  • Detonators
  • Ammunition
  • Fireworks
  • Pyrotechnics
  • Other explosive articles such as airbags, chargers and hilti cartridges dependent on the type and quantity of explosive being stored.

The type and quantity of explosives you will be able to store will depend on the type of premise. For instance, premises with living accommodation above the storage area will have to install fire detector systems and may have to provide alternative evacuation routes.

The amount of fireworks and other explosives that can be displayed for sale depends on the sales area of the premises.

The new rules now refer to the quantity as the 'net mass' of explosives. This is the weight of the actual explosive contained within the article (less the weight of all packaging). Many fireworks now show this 'net mass', but if they do not it is assumed to be one quarter of the gross weight.

Fees 2008/9

The annual fee for registration of explosives between 5kg and 250kg net mass is:

  • Renewal of registration £50
  • New registration £100
  • Transfer/variation £33

Storage of explosives over 250kg – 2000kg net mass requires a licence. The annual fee for the licence is:

  • Licence renewal £80
  • New Licence £170
  • Transfer/variation £33
