Household recycling centre permits for commercial vehicles

Permits may be available for residents transporting household waste in private vans and commercial type vehicles.

If you drive one of the following vehicles you will need a permit:

  • Van (including cars with no rear windows)
  • Jeep without rear seats and/or windows
  • Pick up (including double cabs)
  • Trucks and flat bed lorries (with a maximum payload of 3500kg revenue weight)

Conditions of use:

  • Permits are issued to the vehicle, not the owner, you cannot transfer them between vehicles or owners
  • Permits are not issued to vehicles over 3500kg revenue weight
  • Site users must make use of the recycling facilities and green waste skips. This saves money on waste disposal costs and helps to sustain the environment
  • Issue of a permit does not give an automatic right to tip. The site attendants reserve the right to refuse access to the site if they suspect that the waste is commercial in origin
  • Site users must follow any instructions given by the site attendants
  • No sign written vehicles are allowed at the household recycling centres

If a site user breaches these conditions, North Lincolnshire Council reserves the right to revoke the permit.

Signwritten and hire vehicles are NO LONGER allowed at the Scunthorpe site. This site can no longer accept commercial waste (waste generated in the course of any trade or business). For other disposal options, please look in the local yellow pages or please call the site operator, SITA North Lincolnshire on 01724 878100.

To apply for a permit to use the household recycling centres, either download the application form or call the Customer Helpline on 01724 297000.

Q1. I use my van in connection with a business, can I still have a permit?

A: If your vehicle is not signwritten, you can still apply for a permit. We will ask you to demonstrate how the waste arising form your business or trade activities is disposed of. We will ask you to provide 12 months' Duty of Care transfer notes in support of your application.

Q2. What are Duty of Care transfer notes?

A: Duty of care transfer notes are receipts or documents that show how your business waste is disposed of. For example this may be a receipt for skip hire or an agreement with a waste disposal company to collect your trade waste through a weekly bin collection. Q3. I do not produce any business waste. What should I do?

A: If you do not produce any business waste, we will need you to put in writing the nature of your business and that you do not produce any waste and if there are any reasons for this. This should be submitted with your application form.

Q4. The vehicle I wish to use is a company van, can I still apply for a permit?

A: Yes, but we will need a letter of permission from the company to say that you have permission to use the vehicle for personal use.

Q5. Can I have a permit for a hire vehicle?

A: No. We do not issue permits for hire vehicles. Hire vehicle cannot access any of the Household Recycling Centres. You may be able to take advantage of our bulky item collection service or alternatively telephone our Customer Helpline on 01724 297000 or email wastemanagement@northlincs.gov.uk for further advice.

Q6. I have a signwritten vehicle can I have a permit?

A: No. We do not issue permits to signwritten vehicles.

Q7. I drive a 4x4/ Jeep/ Pick Up. Do I require a permit?

A: If your vehicle does not have rear seats and/or windows, you will need a permit. Pick ups will also need a permit. If you're unsure, please contact our Customer Helpline on 01724 297000 or email wastemanagement@northlincs.gov.uk and we can clarify this for you.

Q8. What if I have not got my DVLA V5 registration document?


A: In order for us to issue a permit, we must see a photocopy of the full V5 document showing your name and address as the registered keeper. If you are still awaiting your V5 we may accept a copy of an insurance document that shows your full name and address and also the vehicle details and registration. We will still ask to see your V5 within four weeks of the permit being issued or the permit may be revoked.

Q9. I do not live in North Lincolnshire, can I still have a permit?

A: Residents from the Lincolnshire County Council area can apply for a permit to access either Barnetby or Kirton-In-Lindsey Household Recycling Centre.
