Household Recycling Centres - charges for brick rubble and soil inert waste

From 1 April 2005 a charge has been levied on brick rubble and soil waste brought to the Household Recycling Centres. All other household waste, including garden waste, general waste and recyclables is still accepted onto all of the sites free of charge.

Inert soil and rubble waste is not recognised in law as household waste. And a large increase in the popularity of DIY and gardening means that a small proportion of householders are producing large quantities of non household waste. This means that individual householders can incur costs for the council in excess of £1,000 in the course of a single DIY or landscaping project. This is a situation that is clearly unsustainable.

Rather than taking the drastic measure of withdrawing this discretionary service completely that, regrettably was abused by a minority; the council has made arrangements with the site operators, SITA for this waste to be accepted at a small charge. SITA are responsible for the implementation and maintenance of the scheme. The council does not incur any costs associated with the scheme, the income received is retained by SITA.
