The main reason for tackling poor air quality is the links it has with people's quality of life and the need to minimise the risk of poor air quality to human health.
The concept of local air quality management (LAQM) was introduced under Part IV of the Environment Act 1995 and placed a duty on councils to review air quality in their area.
The Air Quality Strategy was published by the UK Government in January 2000. The strategy also set health based standards for eight main air pollutants.

The council completed its first round of review and assessment in January 2002.
In May 2003 an air quality updating and screening assessment was completed.
The updating and screening assessment looks at all potential sources of pollution. Its main aim is to identify any changes since the original review and assessment.

The report concluded that the council needed to proceed to a detailed assessment in the following areas:
- Industrial emissions of benzene in Scunthorpe and Killingholme
- Industrial emissions of sulphur dioxide in Killingholme
- Emissions of sulphur dioxide from domestic fuel in Keadby
- Industrial emissions of particulate matter (PM10) in Scunthorpe
- Emissions of particulate matter (PM10) from quarries and landfills in Barnetby
- Emissions of particulate matter (PM10) from domestic solid fuel in Keadby
