Spatial Planning - planning policy

The development plan sets out the council's policies and proposals for the development and use of land in North Lincolnshire. The council's day-to-day planning application decisions are based on the plan.

The Government provides national planning policy guidance, which helps form:

  • Regional planning policy
  • Local planning policy.

The development plan for North Lincolnshire currently consists of the Revised Regional Planning Guidance for Yorkshire and the Humber (which acts the current Regional Spatial Strategy), and the North Lincolnshire Local Plan. The council makes planning decisions against the development plan.

Following the changes by the Government to the planning system in 2004, the development plan will consist of two new types of plan - the Regional Spatial Strategy and the Local Development Framework. These will replace the current system of Structure and Local Plans.

North Lincolnshire Local Plan

This is the first local plan to cover the whole of North Lincolnshire. It gives detailed guidance for development. It includes proposals for specific sites and land use policies. The local plan is an important strategic document. All the council's development decisions are based on the plan.

The Local Plan was adopted in May 2003. This followed extensive public consultation at various stages of the plan:

  • Pre-deposit stage in August 1998
  • Deposit stage in July 1999
  • Revised deposit stage in December 2001
  • Consideration by an independent inspector at a public local inquiry from November 2001 to January 2002. The inspector's report was issued in January 2003.

It should be noted that over the coming the years the North Lincolnshire Local Plan will be gradually replaced by the various documents which will form the Local Development Framework.

Also a number of the Local Plan policies have been deleted by the Secretary of State as part of the changes to the planning system enacted in 2004. A list of those policies as well as those which have been retained can be found on the North Lincolnshire Local Plan page.

The planning policy section also prepares Supplementary Planning Guidance and Development Briefs, which aim to:

  • Support the local plan
  • Provide detailed advice and guidance to developers
  • Promote development.
