What is the Local Development Framework?

The Local Development Framework (LDF) is essentially a folder of documents. These will cover a variety of topics that affect everyday life in North Lincolnshire. For example, they may look at where new housing and jobs should be located and how we locate all the services we need to live our lives. These are services such as:

  • Doctors
  • Shops
  • Schools
  • Leisure centres
  • Public transport.

The LDF could also look at how we protect our best landscapes and buildings .

All the documents shown in the picture below are called Local Development Documents (LDDs).

Of these documents, only those known as development plan documents (DPDs) have statutory status. They have material legal weight and are used as the basis on which planning decisions area made. All DPDs should have regard to the Regional Spatial Strategy. Each DPD should also conform to the Core Strategy DPD.

The development plan documents (DPD’s) and the Statement of Community Involvement are the subject of an independent examination. This is held in front of an independent government appointed planning inspector. The purpose of the independent examination is to deal with any outstanding issues that have not been resolved during the earlier consultation and community involvement stages.

Once the examination is completed, the inspector will produce a report and any recommendations for changes to the DPDs, where appropriate. The council must act on these recommendations before adopting the finalised DPD.
