The North Lincolnshire Local Plan

The North Lincolnshire Local Plan aims to ensure that development is "sustainable". This means:

  • Providing quality jobs and houses
  • Improving shopping facilities
  • Improving leisure, transport and education facilities
  • Increasing economic prosperity
  • Providing for the needs of all residents.

At the same time we need to protect and improve the natural and built environment.

The plan provides a single Local Plan for the council. It is a requirement of the Town and Country Planning Act 1990. The plan gives guidance for development within the whole area. This is for 10 years from when the council places the Local Plan on deposit. The plan guides development in a number of ways. These include:

  • Expanding and amplifying the strategic policies set out in the Structure Plan
  • Providing detailed guidance to developers on the future use of land
  • Providing a sound basis for taking decisions on planning applications
  • Securing the most efficient use of land resources.

The aim of the Local Plan is:

"To improve and enhance the environment of North Lincolnshire by enabling development to be undertaken in the most economically, socially and environmentally sustainable way."

The general objectives are to:

  • Facilitate urban and rural regeneration, making optimum use of derelict and under-used sites
  • Allocate land for a range of house types, including an adequate supply of affordable housing
  • Promote economic prosperity, achieve a competitive position in national and international markets and create sustainable employment by allocating appropriate sites for commercial and industrial development
  • Maintain vibrant town and village centres as accessible locations for the community and strengthen and develop their service role
  • Maximise the opportunities for walking, cycling and public transport and to reduce the need to travel, particularly by private car
  • Conserve and, where possible, enhance the local character and diversity of the natural, historic and built environment of North Lincolnshire
  • Maintain and enhance the biodiversity of North Lincolnshire
  • Minimise the use of finite resources and identify sites that will provide a viable supply of minerals for the Local Plan period
  • Reduce pollution and improve the quality of land, air and water and to encourage self-sufficiency in waste management and disposal of waste in accordance with the proximity principle.

These general objectives have been used to develop and guide the strategy of the Local Plan and the individual topic chapters within it.

Local Plan update - September 2007

Following the commencement of the Planning & Compulsory Purchase Act 2004, the policies of the North Lincolnshire Local Plan were saved for an initial period of three years after the commencement of the Act in September 2004. As part of this process, the council were required to draw up a list of those policies to be saved beyond 2007.

This list was submitted to the Secretary of State for consideration in April 2007. Following this the Secretary of State has issued a direction setting out which policies will be "saved" from September 2007. These Local Plan policies will continue to form the basis on which planning decisions are made until such time as they are replaced by new policies in the Local Development Framework.

The Secretary of State's Direction and decision letter can be viewed below together with a list of those policies which have been deleted from the Local Plan. This direction takes effect on 27 September 2007.
