Conservation area appraisals

Conservation area boundaries and Article 4 directions - planning permission

Amended boundaries - The council adopted documents explaining the character of its conservation araes and how it intends to try and maintain this.  As part of the review a consultation with people living in the council's conservation areas was carried out.

The aims of the consultation was to:

  • Improve everyone’s understanding of them
  • Get more people involved in decisions that affect these important areas.

From the correspondence received and from talking to people about conservation areas at various public open days, we think we have achieved these aims. For example, it has confirmed that in North Lincolnshire, as with elsewhere in the country, people place a high value on their history and feel we should preserve more as a nation.

The process has also confirmed that because people care about their environment they want to be involved in decisions affecting it.

Boundary review - A review of the boundaries of the conservation areas was also undertaken. Amendments to the boundaries of all but the Normanby conservation area were made.

Current boundaries - the current extent of conservation areas can be viewed by following the links at the bottom of this page. 

Supplementary Planning Guidance (SPG) - SPG explains how the council will apply its planning policies. The council has adopted SPG for each of its conservation areas comprising two documents for each.

These documents are important material planning considerations and should be used when developing a planning proposal through to an application. For development proposals in conservation areas SPG has been adopted by the council as follows:

  • Alkborough - 29 September 2004
  • Appleby - 11 November 2005
  • Barrow upon Humber - 11 November 2005
  • Barton upon Humber - 8 December 2004
  • Brigg - 22.01.2004 
  • Burton upon Sather - 29 June 2005
  • Crowle - 17 September 2004
  • Epworth - 22 January 2004
  • Kirton in Lindsey - 17 September 2004
  • New Frodingham - 11 November 2005
  • Normanby -  11 June 2004
  • Old Crosby - 11 November 2005
  • Redbourne - 11 June 2004
  • Saxby All Saints - 22 January 2004
  • Scawby - 29 June 2005
  • Winteringham - 29 June 2005
  • Winterton - 11 November 2005.

All the documents are used to inform the planning process and will also be used to develop a management strategy for all 17 conservation areas. This will look at how the council’s conservation areas can be managed better.

Article 4 Directions - A key proposal of the consultation was to improve conservation area management. One way of doing this would be to control some minor works in these areas. The consultation demonstrated that there is general support for this.

The council has now agreed a programme for the making of what are called Article 4 Directions. These aim to better control works that would normaly not need planning permission.

To date (May 2011), there are new Directions in place for the Crowle and the Brigg conservation areas. New directions for other conservation areas will be brough forward over the next two years.
