MINUTES – Resolved – That the minutes of the proceedings of this Panel
held on 28 January 2008, having been printed and circulated amongst the members,

DOMESTIC VIOLENCE – SERVICE PROVISION AND AREAS OF VULNERABILITY –

(i) Notes on Sub-Group meeting. The Service Director Legal and
Democratic advised the panel that two further sub group meetings had been held
on 19 and 20 February respectively. The meeting on 19 February had been
a site visit to meet Sharon Dukes, Team Manager, Stonham Women’s Services/Mental
Health Service and the meeting on 20 February had been a site visit to meet
Mansur Kapasi, Treasurer and Manager, South Humber Racial Equality Council.
Information
from both meetings had been printed and circulated amongst the members who then
engaged in further discussion over issues that had been highlighted.

– That the position be noted.

(12) (ii) Questionnaire to members of Domestic Violence Forum.
The Service Director Legal and Democratic confirmed that to date 18 responses
had been received out of the 105 questionnaires that had been distributed.
Out of those received, certain recurrent issues had been highlighted.
These included the lack of service provision for men who were victims of domestic
violence and also the lack of a centralised information system.
The
MARAC (Multi-Agency Risk Assessment Conference) referral system provided an
information sharing protocol. This worked well with high-risk cases, however
there was a noted short fall with the logging of low/medium risk cases.
It
was concluded that the panel would wait for further responses to be received
and this would be consolidated and reported to the panel at a future meeting.

(iii) Future Sub-Group meetings – The Service Director Legal and Democratic
circulated details of future sub group meetings that had been arranged for the
panel. These would address ‘It’s my right’, Adult Services, Supporting
People and Children. The panel was advised that additional meetings still
had to be arranged with North Lincolnshire Homes, National Probation Service,
Housing Advice Service, Primary Care Trust and Humberside Police.

NEXT STAGES OF THE REVIEW – The Service Director Legal and Democratic
provided an oral update on the information that had already been presented to
the panel and explained that recent information on Domestic Violence had been
published on the Home Affairs web page.

– (a) That members make a note of all sub group meetings that had been arranged
and attend when possible, and (b) that members visit the Home Affairs web page
and review recent findings and information that have been published on Domestic
Violence.

(13) LEADER OF THE COUNCIL'S FORWARD PLAN – FEBRUARY TO MAY 2008 -
The Service Director Legal and Democratic circulated the Leader of North Lincolnshire
Council's Forward Plan for February to May 2008.
The
plan contained details of all matters and issues likely to be the subject of
key decisions for a period of the next four months, updated on a monthly basis.
Members discussed various items on the Forward Plan.

- That the Leader of the Council's Forward Plan for February to May 2008 be
noted.
