Healthier Communities and Older People Scrutiny Panel - 10 September 2007

PRESENT:- Councillor Barker in the chair.

Councillors Appleyard (Vice-Chair), Barkworth, Eckhardt, England, Ishaq MBE,and Simpson

Dr Brian Crompton, Director of Integrated Governance/Medical Director at North Lincolnshire PCT was also in attendance in his role as advisor to the panel.

The panel met at Pittwood House, Scunthorpe.

1. DECLARATIONS OF PERSONAL OR PERSONAL AND PREJUDICIAL INTERESTS AND DECLARATIONS OF WHIPPING ARRANGEMENTS – Cllr Eckhardt declared a personal interest on item 2 (below) as a member of the Alzheimer’s Society. No whip was declared.

2. NORTH LINCOLNSHIRE PRIMARY CARE TRUST – PROPOSED TRANSFER OF ADULT MENTAL HEALTH SERVICES Members received a presentation and conducted an interview with Caroline Briggs, the Director of Contracting, Procurement, and Market Management, Helen Varey, Chairman of North Lincolnshire PCT, and Phil West, Head of Patient and Public Involvement. This was to discuss proposals to transfer adult mental health services to an external provider. Members asked questions about the service specification, the “inform and engage” process, and budgetary considerations.

Resolved – (a) That Mrs Briggs, Mrs Varey and Mr West be thanked for their attendance at the meeting, (b) that the situation be monitored by the panel on a “watching brief” basis, and (c) that the PCT be requested to report back to the panel with any significant developments.

3. GP OUT-OF-HOUR COVERAGE – Members received a presentation on the existing provision of out-of-hours GPs, and future plans for an Integrated Urgent Care Centre, from Geoff Day, Assistant Director of Primary and Community Care, and Julie Turner, Head of Service Development. Members then asked questions on the date for implementation, staffing cover and clinical skill mix, links to other teams and diagnostic equipment.

Resolved – (a) That Mr Day and Mrs Turner be thanked for speaking with the committee, and (b) that the PCT is requested to provide the panel with an update on progress 12 months after implementation of the new model.

4. LEADER OF THE COUNCIL’S FORWARD PLAN – The September to December 2007 edition of the Forward Plan was noted.

5. FORTHCOMING HEALTH SCRUTINY EVENT – Members were informed of a forthcoming regional health scrutiny event in Leeds on 28 September 2007.
