Children and Young People Scrutiny Panel - 29 October 2007

PRESENT: Councillor Wilson in the chair.

Councillors Mrs Bromby (vice-chairman), Cawsey, Eckhardt, N Sherwood, Simpson and Whiteley.

The panel met at Pittwood House, Scunthorpe.

9 DECLARATIONS - OF PERSONAL OR PERSONAL AND PREJUDICIAL INTERESTS AND DECLARATIONS OF WHIPPING ARRANGEMENTS (IF ANY) - There were no declarations of personal or personal and prejudicial interests.

No whip was declared.

10 REVIEW OF THE YOUTH SERVICE’ – TO CONSIDER APPROVING THE FINAL DRAFT REPORT FOR SUBMISSION TO FULL COUNCIL - The Chair informed members that David Lea, the Service Director Learning Schools and Communities had asked to attend the meeting along with Lynne Goodall, the newly appointed Head of Integrated Youth Services, so that they could provide the panel with comments on the final draft report.

Following discussion on the final draft report, the Service Director Learning Schools and Communities thanked the panel for its work and input into the report. He advised members that the report mirrored suggestions and recommendations that had been made following the recent Joint Area Review (JAR) and Comprehensive Performance Assessment (CPA) inspections. These reports had not yet been made public, however the panel was assured that a start had already been made on some of the recommendations made by the inspectors.

Resolved – (a) That the Review of the Youth Service report be approved and be submitted to council, and (b) that Service Director Learning Schools and Communities and the Head of Integrated Youth Services be thanked for attending the meeting.

11 POLICY REVIEW – CHILD AND ADOLESCENT MENTAL HEALTH SERVICE (CAMHS) – The Service Director Legal and Democratic informed the panel that Mick Gibbs, Head of Operations for Children and Young Peoples Services, had been asked if he would be a non-voting co-opted member on the panel for the next three meetings. It was agreed that his knowledge and input would be welcome to ensure that panel members received as much information as possible on this subject prior to any commitment as to what area of CAMHS would be specifically reviewed.

Discussions took place as to who else within the community would be able to provide useful information to the panel as a further possible non voting co-opted member. It was also suggested that it would be useful to speak to Head Teachers, Special Educational Needs Coordinators (SENCo’s), staff of Special Needs schools and the Youth Offending Team. This would be planned for later meetings.

Resolved – That Mick Gibbs, Head of Operations for Children and Young People’s Services be appointed as a non-voting co-opted member of the panel and be invited to attend a scoping meeting with the Chair and Vice Chair.

12 LEADER OF THE COUNCIL'S FORWARD PLAN – NOVEMBER 2007 TO FEBRUARY 2008 - The Service Director Legal and Democratic circulated the Leader of North Lincolnshire Council's Forward Plan for November 2007 to February 2008 .

The plan contained details of all matters and issues likely to be the subject of key decisions for a period of the next four months, updated on a monthly basis. Members discussed various items on the Forward Plan.

Resolved - That the Leader of the Council's Forward Plan for November 2007 to February 2008 be noted.

13 HOME TO SCHOOL TRANSPORT – A member of the panel expressed concerns over the possible changes to the Home to School Transport Service. In particular, concern was expressed for children residing in the rural areas around Barton upon Humber.

Following discussions with other panel members it was suggested that further information was required.

Resolved – That further information be obtained from the Home to Schools Transport Service and that members be informed of the findings at the next meeting of the panel.
