The Audit Commission’s Comprehensive Performance Assessment rated North Lincolnshire Council a "Good" council. The council believes that by the innovative and appropriate use of information technology it can become an even more effective organisation.
Information Technology (IT) can improve what the council does – and do new things. Services can be transformed for the benefit of citizens and businesses.
There are great opportunities to give customers new options, without increasing costs. The council did well on the national measure of electronic service availability (BV157), so it's essential that people can see a benefit and that they use the e-services offered.
This strategy supersedes the strategy approved in July 2005. It applies to all parts of the council, and the policies in it apply to all council employees. Schools are not necessarily bound by the technical standards, but should have regard to them, particularly in respect of connecting to the council’s network and information systems. Partner organisations should also have regard to the standards.
The strategy is formed by the head of Information Technology in consultation with the IT Strategy Group, heads of service and their nominees, and those councillors who have an IT remit. It is subject to approval by Cabinet.
Reviews are normally annual.
The council depends crucially on the effectiveness and security of its information systems and infrastructure. Breach of the policies by an employee of the council may be considered a disciplinary matter if it puts this at risk.
IT schemes are looked at carefully to ensure they fit with the strategy and technical standards. Schemes with elements that do not conform can go ahead only with the explicit approval of the head of Information Technology.
