North Lincolnshire Council's statement of accounts shows its financial performance for the year to 31 March 2009, and its financial position at that date.
(Please note - the statement of accounts are currently only a draft copy and are not yet audited)
The accounting statement consists of the following statements:
- Income and Expenditure Account - details income and expenditure for the council's services and consolidates the income and expenditure for the General Fund
- Statement of Movement on the General Fund Balance -explains how the performance shown in the income and expenditure account affects the General Fund balance. The statement derives the surplus or deficit on general fund which the council must use for budget setting. The general fund surplus tells the council what funds it has in reserve
- Statement of Total Recognised Gains and Losses - brings together all the gains and losses of the council for the year and shows the aggregate increase in its net worth. In addition to the surplus/(deficit) generated on the Income and Expenditure Account, it includes gains and losses relating to the revaluation of fixed assets and re-measurement of the net liability to cover the cost of retirement benefits
- Balance Sheet - sets out the financial position of the council as at 31 March and consolidates the individual balance sheets for the General Fund and the Collection Fund.
- Cash Flow Statement -summarises the inflows and outflows of cash relating to the General Fund, Housing Revenue Account and Collection Fund.
- Collection Fund - summarises income from the council tax and business rates (NNDR), precepts and demands upon the fund.
