SCMS - Supplier Contract Management System

Procurement Alliance North & North East Lincolnshire (PANNEL) sits within the Yorkshire and the Humber Centre of Excellence (Y&H CoE), one of nine Regional Centres of Excellence (RCEs).

The regional centres were created by the Office of the Deputy Prime Minister (ODPM) in February 2004 - originally to deliver the National Procurement Strategy and, more recently, the Gershon Review.

The Yorkshire and Humber Centre of Excellence helps the 22 councils in the region (plus the fire and police services and the national parks) by:

  • Coordinating and analysing data relating to council performance
  • Providing support to council led projects designed to achieve efficiencies
  • Developing opportunities for shared working across councils and the wider public sector
  • Coordinating support for councils to ensure that the effortsdirectory of a number of organisations meet the needs of the region
