3 (3) YOUTH BUILD HOUSING SCHEME – The Chief Executive submitted a report seeking approval for a site at Mallalieu Court, Scunthorpe to be used as part of the Youth Build Scheme.
The Youth Building programme provided by the Community Construction Training Company, (now known as the Youth Build Academy), was an innovative approach designed to address young peoples’ housing, training and social inclusion issues within their local community. A feasibility study into a Youth Build programme for North Lincolnshire was carried out in 2001. The study confirmed the need, demand and deliverability of a Youth Build programme in our area.
The development of a Youth Build housing scheme was a key priority in both the council’s Housing Strategy and the draft Young Persons’ Housing Strategy. It was also a priority in the Regional Housing Strategy 2005-2021.
The scheme aimed to equip young people with construction skills, enabling full time employment with private contractors, whilst providing suitable rented accommodation for some of the young people working on the programme.
A partnership had been established between North Lincolnshire Council, the Youth Build Academy (formerly CCTC) and the Longhurst Group to deliver a Youth Build programme in North Lincolnshire.
The Housing Corporation funding would deliver 20 units of accommodation (10 x one bedroom and 10 x two bedroom) for young people which would be managed by locally based Havelok Housing Association, part of the Longhurst Group. There was an identified need for this type of accommodation throughout North Lincolnshire and it was anticipated that small groups of flats would be built on brownfield sites in locations such as Scunthorpe, Barton, Brigg and the Isle of Axholme.
A site currently in the council’s ownership was identified as an ideal location for the first Youth Build scheme. The Youth Build Advisory group considered several sites, but the selected site, at Mallalieu Court, Scunthorpe was given priority. Planning permission would be sought.
Resolved – (a)That approval be given for the former Scout Hut ground, off Mallalieu Court, Scunthorpe to be leased to the Longhurst Group on a 125-year lease with a peppercorn rent to allow the development of the first Youth Build scheme, (b) that the transaction be referred to the Corporate Services Cabinet Member through the Property Transaction Schedule, (c) that further reports besubmitted in relation to the use of any other local authority owned sites to develop the Youth Build programme, and (d) that further reports on the progress of the scheme be presented to the Cabinet Member for Housing and Leisure Services.

4 (4) CHANGE OF NAME FOR RESIDENTS’ ASSOCIATION – The Chief Executive submitted a report informing the Cabinet Member of the change of name for the Mid Crosby (East) Residents’ Association to the Crosby Park Residents‘ Association.
The Mid Crosby (East) Residents’ Association had elected a new committee. Committee members wanted to make a fresh start for the association and proposed a change of name.
A public meeting was held on 16 May 2006 for people in the area to inform them about the proposal for changing the name, and aims of the association.
The group represented all residents of Jackson Road (1-37 odd) and (2-26 even), Davy Avenue (1a-51 odd) and (2-44 even), Edwards Road (2-22 even) and (1-21 odd), Boughton Avenue (1-27 odd) and (2-32 even), Henderson Avenue (20-72 odd and even), Long Road (21-31 odd), Henderson Crescent (1-6).
The group received advice and support from North Lincolnshire Council.
The formal constitution for the group was appended to the report.
Resolved – That the change of name for the association be officially recognised by North Lincolnshire Council.

5 (5) LEISURE GRANT AID – The Head of Property and Leisure Services submitted a report giving details of the different leisure grant aid schemes in existence, and seeking approval of applications for financial assistance.

6 (6) HOME OWNERSHIP AND LEASEHOLD SERVICES TEAM – The Chief Executive submitted a report seeking approval for proposed changes to the Right to Buy and leasehold service and to establish the Home Ownership team.
New legislation had been introduced in the form of the Commonhold and Leasehold Reform Act 2002. This introduced a number of new requirements of the landlord with respect to leasehold property management. In particular the need for extensive consultation with leaseholders regarding capital investment programmes that would affect their homes and specific rules affecting the ability of the landlord to recover the costs of work carried out. Together with other requirements for the management of leasehold properties.
A home ownership and leasehold services process improvement team was introduced as part of the Recovery and Continuous Improvement Process. This was made up of officers of the different services involved in their provision together with leaseholders from the Leaseholder Forum who volunteered to assist in this process. The main outcome of this group was a set of working procedures to meet the requirements of the legislation, the needs of the leaseholders and the council as landlord. This team had produced a leaseholder handbook taking account of the legislation and detailing the rights and responsibilities of both parties.
The Housing Act 2004 introduced additional requirements on the home ownership service and the option of stock transfer to a “not for profit housing association” would further create additional requirements. In particular the “Right to Acquire a Dwelling” under the Housing Act 1996 will come into force and at the same time we will be retaining the current “Right to Buy” legislation by way of the “Preserved Right to Buy” for secure tenants that transfer to a new housing association.”
Changes were needed to the staffing establishment of the team. Detailed information was set out in the report.
Resolved – (a) That the proposed changes to the service be noted and (b) that the staffing implications be referred to the Corporate Services Cabinet Member for approval.
